E-Visa Application for Non-Waiver-Country Travelers

Japan e-visa application is the online route to a short tourism visa for travelers whose passports need a visa before flying. The system issues a single-entry tourism visa electronically, with no sticker placed in the passport.12

Confirm current details with official sources

Fees, rules, and requirements can change. Confirm current details at the Ministry of Foreign Affairs of Japan (MOFA) JAPAN eVISA page and the Japanese overseas establishment with jurisdiction over your residence. Last verified: 2026-09 against the MOFA JAPAN eVISA page. This article is general information, not legal advice; for your specific situation, consult the Japanese embassy or consulate with jurisdiction over your residence, or an immigration lawyer for refusal and admissibility history.

Overview

This article walks non-waiver-country travelers through the online visa path: who it covers, what to upload, how long examination takes, why files fail, and how the e-visa differs from arrival registration.

JAPAN eVISA lets qualifying travelers apply online and receive an electronic visa for short-term tourism, entirely without visiting a mission in the standard case (as of 2026-05-15; confirm current figures with MOFA).1 Travelers already exempt from a short-term visa stay out of this system completely.2

The e-visa answers whether you may travel to seek entry. A separate Digital Agency service, Visit Japan Web, handles how you submit arrival inspection data. Completing one never substitutes for the other.13

Who the e-visa applies to

The e-visa serves travelers who need a short-term visa for tourism and reside in a listed eVISA country or region (as of 2026-05-15; confirm current figures with MOFA).12 This is a passport-plus-residence test, not a destination test: where you will visit inside Japan changes nothing about eligibility.

File through the Japanese overseas establishment with jurisdiction over your place of residence. Applications cannot be made inside Japan or on arrival.45 The 外務省 (Gaimusho, "Ministry of Foreign Affairs") is the issuing authority behind every mission decision.4

Direct online applicants and agency-routed applicants

All foreign nationals residing in Australia, Brazil, Cambodia, Canada, Saudi Arabia, South Africa, Taiwan, the United Kingdom, and the U.S.A., except those exempt from a short-term visa, file directly through the JAPAN eVISA website (as of 2026-05-15).1

A second group files through the eVISA system via an accredited agency or the jurisdictional establishment rather than self-filing end to end. China nationals residing in China use an accredited agency. Philippines and Viet Nam nationals residing at home qualify only on designated-agency package tours (as of 2026-05-15).1

A third residence group covers Hong Kong, India, Indonesia, Macao, Mongolia, the Republic of Korea (except Jeju consulate jurisdiction), Singapore, and the United Arab Emirates: all resident foreign nationals there except the visa-exempt use the eVISA system through the establishment covering their residence (as of 2026-05-15).1

Expect a possible interview call after you submit

The mission may ask you to appear in person for an interview during examination.12 Stay in your country of residence while the file is pending so a call-in does not strand your travel plan.

What the e-visa grants and what it excludes

The only type available online is a single-entry short-term-stay visa for tourism, for up to 90 days.12 A 短期滞在 (tanki taizai, "short-term stay") covers sightseeing only, never paid activity.

Granted stays run shorter in some agency-routed cases: 15 or 30 days for China residents, and 15 days for the Viet Nam and Philippines package-tour cases (as of 2026-05-15; confirm current figures with MOFA).1 Only ordinary passport holders traveling by air or by international scheduled passenger ferry on the Japan-Busan or Japan-Shanghai routes qualify through the website.12

Visits to relatives or friends, business, study, work, and transit are excluded from the online route. Those purposes file on paper at the overseas establishment.2 A single-entry visa is basically valid for three months and expires once used, so a trip postponed beyond three months needs a fresh application.5

Application sequence step by step

MOFA's standing instruction is to prepare every required document first, because requirements vary by local situation and travel purpose, then confirm detail on your jurisdictional mission's website before submitting.4 The sequence below follows the mission-illustrated flow from document prep to the issuance notice.

Prepare documents before logging in

Missions publish their own required-document sheets, and the flow starts there rather than at the login screen. The Sydney mission's process opens with document preparation against its required-documents sheet and self-checklist.6

The MOFA hub's downloadable set anchors the tourism-evidence half of the file with the application form and the itinerary-in-Japan form.4 Around that core, the practical upload set centers on the passport bio page, a recent facial photo, the Japan itinerary with flight and accommodation evidence, and financial or employment evidence, with invitation or sponsorship material added only when the trip shape calls for it.467

Treat the table as a planning checklist dated to the sources above, and recheck your own mission's live sheet before uploading, since document detail is set mission by mission.

Enter data, upload, submit, pay, and display the notice

Enter the application data and upload the file on the JAPAN eVISA website, then wait for the result and any payment instructions by email.6 Apply only on the MOFA portal showing Ministry of Foreign Affairs of Japan branding, since lookalike fraud sites exist.16

Wrong data or incomplete uploads cause delay or cancellation without processing, after which you reapply from scratch.16 Fee handling varies by nationality under reciprocal arrangements, so confirm the amount on your mission's page; MOFA's standard schedule is approximately ¥15,000 for a single-entry visa for applications accepted on or after July 1, 2026, and where a fee applies to an eVISA case, online credit-card payment is the channel (as of 2026-06-24; confirm current figures with your mission).568

Show the live issuance notice, never a screenshot

Prove the eVISA by displaying the live Visa issuance notice on a device at check-in and immigration. PDF data, screenshots, and printouts are not accepted.12

Processing time and booking buffer

The national standard is five working days counted from the day after acceptance when the file has no problems, with heavier-volume periods running longer (as of 2022-12-05; confirm current figures with MOFA).9 The general examination FAQ states the same five-day standard, stretching to weeks or months where added confirmation such as extra documents, an interview, or inquiries is involved (as of 2023-03-31).5

Mission timing can run slower than the national standard. The Sydney mission reports an average of 10 business days and recommends applying about two months before travel (as of 2026-06-24).6 Files referred to MOFA in Tokyo for further examination can take more than a month, which is why applicants are told to apply early, well ahead of the travel date (as of 2022-12-05).9

Hold off on non-changeable flight bookings until the visa is issued. Examination cannot be expedited for a near departure, and files are processed fairly in receipt order.5

Common rejection and cancellation reasons

An incomplete application is cancelled without processing, and you must reapply from scratch. This is the most mechanical failure mode and the most avoidable one.16

Incorrect information or badly uploaded documents cause delay or cancellation that can strand a travel plan.16 Files outside your jurisdiction, from Japanese nationals, from holders of a valid visa or re-entry permit, with errors or omissions, or with insufficient passport validity or blank space may not even be accepted.5

A prior refusal for the same purpose within six months blocks reapplication unless circumstances changed significantly and travel is necessary for humanitarian reasons.5 MOFA does not disclose individual refusal reasons, to protect the examination process, so a refusal notice states the criteria were unmet without itemizing the failing element.5

Even an issued visa never guarantees entry. Landing permission is a separate officer decision at the port of entry, and your 上陸許可 (joriku kyoka, "landing permission") can be refused where, for example, you cannot explain your planned activities.45

Photo reuse and placeholder bookings draw scrutiny

Do not reuse a photo taken from an ID document, and do not upload placeholder bookings you cannot defend at interview. Uploads must match the application data exactly.7

E-visa versus Visit Japan Web

The e-visa is the electronic issuance and recording of the visa itself. At departure you display the Visa issuance notice as proof of holding it.2 Visit Japan Web is the Digital Agency service for performing arrival procedures, covering immigration and customs, plus the tax-free shopping service online.3

The two systems answer different questions. The e-visa answers whether you may travel to seek entry, while Visit Japan Web answers how your arrival inspection and shopping registration data is submitted.13

Every e-visa holder still completes arrival procedures, by paper form or Visit Japan Web. Holding an e-visa never substitutes for arrival registration, and completing arrival registration never substitutes for the visa.143

Good to know

Apply from home jurisdiction while your date is movable

File from the country where you reside, early enough to survive an interview call or a Tokyo referral. Applications go to the establishment covering your residence, files move strictly in receipt order with no expedition for near departures, and referred files can exceed a month; the Sydney mission's two-month lead recommendation shows how missions pad the national five-day standard.596

A refusal this year can still block the next application. Same-purpose reapplication within six months of a refusal is not accepted absent a significant change plus humanitarian necessity, so a rushed weak file costs more than time.5

Fraud sites and the single official portal

Apply only on the MOFA JAPAN eVISA site and prove the visa only with the live notice. MOFA warns against lookalike fraud sites, missions repeat the single-portal warning, and airline and immigration checks require the live Visa issuance notice rather than any screenshot or printout.126

Your mission page governs your checklist

Document and fee detail is set by your jurisdictional mission, not by a global list. MOFA routes all detail questions to the mission covering your residence, missions publish their own required-document sheets and fee pages, and fee amounts vary under reciprocal arrangements with card payment available only in some countries and regions.456
