Arrival and Immigration Procedures at Japan's Major International Airports
Japan airport arrival immigration procedures run the same controlled sequence at every gateway: quarantine, immigration inspection, baggage claim, customs, then the arrivals hall.12 The sequence is predictable, but the queue inside it is not, especially during evening arrival banks in the current high-volume period.

Overview
This article walks every foreign visitor through the arrival hall in order, then adds per-airport notes for the five gateways covered by the pillar's airport-transfer guides: Narita, Haneda, Kansai, New Chitose, and Naha. It answers what happens between the jet bridge and the arrivals hall, how long that takes, and what to do if an officer directs you to secondary inspection.
Two agencies share the hall but run separate procedures. The 出入国在留管理庁 (Shutsunyukoku Zairyu Kanri-cho, "Immigration Services Agency") examines landing conditions, while the 税関 (zeikan, "Japan Customs") examines declarations and goods.34 Joint kiosks let you submit both data sets at once where installed, yet the underlying examinations stay distinct.5
Ground transport from each airport is out of scope here. Trains, buses, and taxis belong to the airport-transfer guides; this article ends where the arrivals hall begins.
The arrival sequence, step by step
Every gateway follows the same order, and no stop can be skipped or reordered. The chart at the end of this section shows the full path.
Disembarkation and quarantine
Follow the signs from the jet bridge to the quarantine counter first. Quarantine questionnaires are distributed onboard the aircraft; fill them out and present them on arrival.12
Travelers with fever, diarrhea, or otherwise feeling unwell should notify a quarantine inspector or visit the Health Consultation Room instead of walking past.1 Haneda applies the identical rule in Terminals 2 and 3.2
Immigration inspection and biometric capture
Present your passport at the immigration counter together with your entry data, either the Visit Japan Web arrival code or the paper arrival card. Foreign nationals complete arrival-card data while Japanese nationals and re-entrants follow their own lanes.12
Most foreign visitors also give fingerprints and a facial photograph at this counter. Providing biometric information at the landing examination has been mandatory since November 20, 2007 (as a standing statutory rule, not a dated figure).3 Special permanent residents are exempt, and the statute names specified others; commercial guides describe the working exemptions as children under 16 and diplomatic-status holders, so travelers in an unusual status should confirm their own position rather than assume an exemption.3
The inspector tests five landing conditions: a valid passport, a valid visa unless your nationality is waiver-eligible, truthful activities matching a status of residence, a conforming period of stay, and no ground for denial of landing.3 Permission is recorded as 上陸許可 (joriku kyoka, "landing permission") with a seal of verification affixed in the passport.3
Joint-kiosk users move faster through this stop where kiosks exist. Scan the Visit Japan Web 2D code and IC passport, have the photo taken and matched against the IC image, note the displayed letter, then complete immigration at the dedicated booth.5 Travelers under 135 cm tall cannot use the kiosks, face coverings come off for the photo, and wheelchair users can use the machines.5 Kiosk face photos serve identification at the terminal and gate only and are deleted immediately after you pass through.5
Baggage claim
Match the airline name and flight number on the display to the carousel, then verify each bag against the claim ticket received at check-in.1 Carts stand near the carousels for heavy loads.1
Missing or damaged baggage goes to airline staff with the baggage tag in hand. Haneda states the same rule for both international terminals.2
Customs, plant and animal quarantine
Every arriving passenger declares belongings, including baggage arriving separately. Japan Customs recommends electronic declaration through Visit Japan Web, while paper forms handed out on the plane, the ship, or at Customs remain fully valid.4
Plants and animals come first within this stop. Present them to the plant or animal quarantine officer before the Customs examination; at Narita this counter handles fruit, seeds, vegetables, and meat products such as ham and sausage with documentation from the exporting government.41
Then choose a lane. The green channel serves passengers with no dutiable or taxable goods and no prohibited or restricted imports, while the red channel serves everyone else, with duties paid at the bank inside the inspection zone.4 Goods with dutiable value over 300,000 yen leave traveler clearance for commercial-cargo procedures (as of 2026-09-07; confirm current figures with Japan Customs).4
Unaccompanied baggage needs the declaration in duplicate with one sealed copy returned to you. The baggage must reach you within six months of arrival, and the sealed copy is presented when it clears; parcels mailed to Japan are marked "unaccompanied baggage" on the outside.4
Electronic customs gates operate at 7 international airports: New Chitose, Narita, Haneda, Chubu Centrair, Kansai, Fukuoka, and Naha (as of 2026-09-07).6 The e-Gate flow runs Visit Japan Web entry, then the declaration terminal with IC passport plus code during the baggage wait, then a walk-through facial-recognition gate after pickup, though officers may still select any bag for inspection (as of 2026-09-07).6 An IC passport is required for the gate itself; non-IC holders can use the joint kiosks but not the electronic gate afterward (as of 2026-09-07).65

Arrivals hall and connecting flights
After customs inspection, follow the signs to the arrivals hall. Narita and Haneda both end the controlled flow there with onward-transport signage.12
Travelers connecting to a domestic flight clear immigration and customs at the international arrival airport first, then transfer landside to the domestic terminal. Haneda publishes separate international-to-domestic transit guides because the formalities complete before the domestic transfer, so connection time must absorb a full immigration-plus-customs cycle.2
What to have ready before the queue
Documents in hand before the front of the queue shorten the personal wait inside any arrival bank. Officers verify identity against the passport, not against a phone screen, so the passport stays out alongside whatever data carrier you use.54
Visit Japan Web versus paper forms
Visit Japan Web is the Digital Agency web service where travelers complete immigration and customs entries before flying and display the resulting code on arrival.76 Since January 25, 2024, one unified 2D code covers both immigration and customs, and codes from the old standalone Customs Declaration App no longer work.6
Registration is optional at every airport. Paper arrival and declaration forms remain accepted everywhere, so a dead phone or a failed code converts to the paper route rather than to denied entry.46
Open the code on departure Wi-Fi and screenshot it as backup, since a live connection is needed to refresh codes and connections after landing are unreliable at the worst moment (as of 2026-09-07).8
Joint kiosks read the single code once for both procedures at Narita Terminal 3, Haneda, Kansai, and Fukuoka. At other airports, show the immigration code at the counter and the customs code at the declaration terminal or gate.5
Passport, ED answers, and declaration details
Carry the return or onward ticket proof and the first hotel address with the passport and code. The hotel address feeds the entry record, and the ticket answers the most common inspector question about departure plans.54

Narita
Narita documents a separate eight-step arrival flow per terminal, from quarantine through the arrivals lobby to onward transport.1 Four immigration halls across the passenger buildings hold over 100 inspection booths, and at peaks staff from other departments open every booth while medium-to-long-term residents are split into separate lanes (as of 2025-05-02; confirm current figures with Narita Airport and the Immigration Services Agency).11
Narita is the only gateway in this article with an official near-real-time immigration wait display, broken out by terminal and wing as an estimated range updated every few minutes. Check it before landing.1
Haneda
International flights use Terminal 3 and a smaller international wing at Terminal 2, and both terminals follow the same six steps from quarantine to the lobby.2 Japanese nationals are steered to ePassport gates while foreign nationals present passports plus arrival-card data.2
Haneda publishes no official real-time immigration wait. The live alternative is a traveler-reported median signal rather than an official measurement, so read it with attention to sample size rather than as a schedule (as of 2026-07-23).8
Kansai
Integrated kiosks sit in the Terminal 1 and Terminal 2 immigration areas and at each arrival-shuttle station, running 8:00 AM to 10:00 PM in T1 and 9:00 AM to 9:00 PM in T2 (as of 2026-09-07; confirm current figures with Kansai Airports).9 Late-evening arrivals after the kiosk close fall back to the staffed route.

New Chitose

Naha
Naha's international route runs quarantine, immigration with the passport stamp, baggage receipt, customs inspection with the accompanied-and-unaccompanied declaration form, then the 2nd-floor arrival lounge.10 Even travelers within duty-free scope must fill out the declaration form.10
No joint kiosk is listed for Naha, so the classic two-stage flow of immigration desk plus separate customs gate applies, with e-Gates available (as of 2026-09-07).56 The published arrival route is short, with the lounge one floor up, so follow the signs promptly and allow buffer before onward plans.10
How long clearing takes
Clearing time depends almost entirely on how many flights land at once. Several wide-body arrivals together fill the hall in minutes, and the queue is longest right after the bank.118

Typical versus peak waits
Japan's standing policy target since the 2007 Tourism Nation Promotion Basic Plan is immigration clearance in 20 minutes or less.11 In December 2025, the within-20-minute share reached 75 percent at Haneda and 71 percent at Narita, or 72 percent nationwide (as of 2026-07-23; confirm current figures with the Immigration Services Agency).8
Narita's longer trend runs the other way. The within-20-minute share sat in the 70 percent range in 2019 but fell to the 50-60 percent level in 2024 (as of 2025-05-05).11 Peak banks explain the gap between the monthly share and any single evening.
The 2025-2026 elevated-volume period
Japan received a record 42.68 million foreign visitors in 2025, up 15.8 percent on 2024's confirmed 36.87 million (as of 2026-06-13; confirm current figures with JNTO).14 The year 2026 holds near those records without straight-line growth: the first quarter drew 10.68 million, up 1.4 percent for the first 10-million quarter, with March at 3.62 million, a record for March (as of 2026-07-06).15 April then drew 3.69 million, down 5.5 percent year on year, and May drew 3.56 million, down 3.6 percent (as of 2026-07).14

Narita's official display shows estimated waits by terminal and wing, so check it shortly before landing. Haneda has no equivalent official panel; treat crowd-reported medians as a signal with attention to sample size, not a schedule (as of 2026-07-23).18
A completed Visit Japan Web record with a screenshotted code, plus documents in hand, shortens the personal queue time inside any bank (as of 2026-09-07).8 Travelers who land inside a bank should expect the hall to be busiest in the first half hour after several arrivals come in together.8
If you are sent to secondary inspection
Secondary inspection is the separate-room hearing that follows when the counter cannot clear you. It is a normal part of the three-stage system, not a finding against you, and conduct inside the room matters more than anything said earlier in the line.

What secondary inspection is
A traveler who does not provide biometric information, or whom the inspector finds not to meet the landing conditions, is assigned to a 特別審理官 (tokubetsu shinri-kan, "special inquiry officer"), a senior immigration officer who holds a hearing.3 Refusing biometrics without an exemption ends the process at that hearing with an order to depart; no Minister-level decision applies to that path.3
Practitioner sources describe the triggers inspectors weigh: travel-frequency and duration anomalies such as maximum-stay exits with immediate re-entry for claimed tourism, inconsistencies in the stated purpose, and suspected work or resale activity behind a tourism declaration. These are observed patterns rather than published criteria, so treat them as reasons to keep answers consistent, not as a checklist that clears you.3
What to do in the room
Stay calm and answer from facts without guessing, since inconsistencies between answers are themselves examined. Show the passport, the return or onward ticket, the accommodation record, the itinerary, and any invitation or conference material that proves the stated purpose.
Ask for an interpreter if Japanese or English is not workable, and do not sign a statement that does not match the facts as understood. These are conduct precautions from practitioner guidance rather than official instructions, so frame them as requests you can make, not services the room guarantees.
Officers probe for contradictions across answers before weighing paperwork. One guessed date or invented detail can undo an otherwise consistent file.3
Possible outcomes
The hearing ends in landing permission, extended questioning, special permission for landing on extenuating grounds, or a departure or deportation order.3 A traveler found not to meet the conditions may accept the finding and be ordered to depart, or file an objection with the Minister of Justice within three days of notice.3
Entry denial at the airport with a mandatory return flight, and re-entry bars after a deportation order, are real documented outcomes rather than scare stories. Travel-forum claims of the form "someone got through" are not a risk assessment against that structure.
Case-specific situations need individual answers. Prior overstay, deportation history, criminal record, and dual-nationality edge cases are determinations for the Japanese embassy or consulate, or an immigration lawyer, not for this article and not for the inspection room.3
Good to know
Ask for the entry stamp if you need proof of landing
Automated and facial-recognition gates issue no stamp, and travelers who need landing proof for a hotel, a rail-pass exchange, or an employer check must ask staff at the gate before walking away.12 The omission surfaces days later at a counter that wants the stamp, when returning to the airport is no longer practical.
Domestic connections clear immigration at the first airport
A traveler landing internationally at Tokyo and continuing to Sapporo or Naha clears entry formalities at the arrival airport, then transfers landside to the domestic leg.2 Connection time must absorb a full immigration-plus-customs cycle plus the terminal transfer, so tight self-made connections across separate tickets carry real misconnect risk.
One QR problem never blocks entry; paper still works
An incomplete Visit Japan Web record or an unscannable code converts to the paper route rather than to denied entry. Customs keeps paper declaration forms on the plane, the ship, and at Customs alongside the recommended electronic path, so a failed sign-up costs time rather than the trip.4
The kiosk photo is identification only and is deleted after the gate
Kiosk and e-Gate face photos verify identity against the IC passport image and are deleted immediately after the gate, for the terminal match and the gate match respectively.65 Travelers uneasy about the capture can use the staffed counter route instead, where the same landing examination proceeds without the kiosk photo step.
