Renting a Car in Japan: The International Driving Permit Requirement

Renting a car in Japan is the practical choice for Hokkaido loops, rural Kyushu, and other regions where trains run thin.1 Get the license document wrong and the rental counter turns you away with the car already booked.2

Overview

A 国際運転免許証 (kokusai unten menkyoshou, "International Driving Permit") is a paper booklet that lets a domestic license work abroad, not a standalone license.2 Japan accepts only the September 19, 1949 Geneva Convention format for the IDP route.3

A separate route exists for six license jurisdictions. Licenses issued in Switzerland, Germany, France, Belgium, Monaco, and Taiwan are driven with the original license plus an authorized Japanese translation, not with an IDP.43

This article follows the issuing country printed on your domestic license. That field decides your route, not your nationality or where you live now.25 The underlying traffic rules themselves are uniform nationwide; only the license route varies by issuing country, while counter checks vary by rental branch.6 Rental operators verify documents at pickup, and a reservation alone does not create eligibility.2

Which Driving Document Japan Accepts for Your License

Japan offers two foreign license routes. Most issuing countries use the 1949 Geneva IDP route. Six issuing jurisdictions use the certified translation route.43

The 1949 Geneva IDP route

The IDP route covers holders of an IDP issued abroad under the September 19, 1949 Geneva Convention on Road Traffic.3 IDPs under other treaties, including the 1968 Vienna Convention, the 1926 Paris Convention, and the 1943 Washington Convention, are not valid in Japan.3257

The booklet must be the paper type, about 148 mm by 105 mm, with surname, given name, place of birth, address, a face photo, and a stamp in the permitted vehicle category box.27 Bring the original paper booklet. Copies such as PDFs or card type certificates are not accepted.8

Carry three documents together: the original paper IDP, your original domestic license, and your passport.5 The IDP alone does not authorize driving. Police or rental staff may ask for the passport to confirm days since entry.3

The IDP itself is valid for one year from its date of issue. Driving in Japan is allowed for a maximum of one year from landing, whichever ends first.432 For holders who leave and reenter Japan, validity runs one year after reentry, except Basic Resident Register registrants who return within less than 3 months do not get a new landing date.432

Check the treaty name and the category stamp

Confirm the printed treaty name reads Convention on Road Traffic of 19 September 1949, then check the category boxes. A B stamp covers standard passenger cars up to 8 seats plus driver; a 10 seat class needs the D stamp, and driving it on B only counts as driving without a license.257

The certified translation route for six license jurisdictions

This route is limited to licenses issued in Switzerland, Germany, France, Belgium, Monaco, and Taiwan.43 Carry the valid original license, the authorized Japanese translation, and your passport together.25

A 日本語翻訳文 (nihongo honbun, "authorized Japanese translation of a foreign license") must come from an authorized channel. A self translation or an ordinary private translator is not enough.42

Authorized channels named across National Police Agency and operator pages include the license issuing authority or that country's embassy or consulate in Japan, JAF, and jurisdiction specific designated bodies such as the Taiwan-Japan Relations Association and Ziplus for Taiwanese licenses, ADAC for German licenses, and ALADDIN (as of 2026-09; confirm current designated bodies with the National Police Agency).4287 Orix notes France and Belgium as Geneva signatories that do not issue convention format permits for Japan use, so their drivers use this translation route (as of 2026-09).7

Translation validity follows the original license validity. Driving is allowed up to one year from landing, whichever ends first.925

Figures in this table reflect JAF current offering (as of 2026-07; confirm current figures with JAF).9 Standard JAF processing guidance averages 2 to 3 business days for the six jurisdictions and 5 to 10 business days for other countries (as of 2026-09).9

How to Check Your Category Before You Fly

Start with the issuing country on the domestic license. That one field routes the whole decision.25

The check below compresses the issuing country split plus the format verification rental counters apply.257

If the issuing country is one of the six, plan the translation route from the start.43 Honda directs French and Belgian license holders to its translation section rather than its IDP section.5

Otherwise, ask the official licensing or motoring authority in the issuing place whether it issues the 1949 Geneva IDP for Japan.25 Check the treaty name printed as Convention on Road Traffic of 19 September 1949, plus issue date, expiry, photo, personal details, and the vehicle category stamp.25

Confirm pickup documents in writing with the rental operator before paying. List document type and issuing authority so the branch can confirm the pickup set.2 If neither route can be confirmed, do not drive. A reservation does not create eligibility.5

Getting the Document Before Departure

A Geneva IDP must be obtained abroad before departure. IDPs issued in Japan are not accepted for driving in Japan.28 In the United States only AAA and AATA are authorized IDP issuers.7

Rejects named by operators include wrong treaty format, unauthorized issuers, missing original paper, expired permits, missing landing evidence, category gaps, and an IDP country that differs from the license country.258 IDPs from unauthorized online bodies, including examples operators name such as IDA, IAA, IDL, KIDA, IDD, IADA, and ITDL, are refused.258

JAF applications run online only and only from networks within Japan (as of 2026-09; confirm current application terms with JAF).9 JAF does not translate IDPs and does not offer same day issue.9 Only the original paper translation printed at a convenience store or JAF branch in Japan is valid; a PDF or home print is not valid.9

If the license is renewed or details change after translation, obtain a new translation.95 An invalid IDP discovered after pickup remains the driver's responsibility and can be treated as driving without a license.2

Do not plan to fix documents after landing

You cannot obtain a Geneva IDP inside Japan, and JAF translation takes days plus a Japan network and a convenience store print. Arriving with the wrong document is the documented rental counter failure this article is built to prevent.92

At the Rental Counter: What Gets Checked

The IDP pickup set is the original paper 1949 Geneva IDP, the domestic license, the passport with landing date evidence, the booking confirmation, and the required payment method.258 Automated gate users should obtain an entry stamp or the accepted alternative proof, since the landing date must be confirmable.28

Every person who will drive must show a qualifying license. One qualifying renter cannot cover additional unqualified drivers.2 A stamp in the D box is required for larger vehicles such as 10 seat class vehicles; without it take the smaller class.25

Branch practice varies by establishment. Counters set their own verification strictness and document checklists, so written pre trip confirmation matters.2 Avis currently refuses non Filipino citizens presenting Philippine issued IDPs and Laos issued permits outside police recognition while those notices stand (as of 2026-09).8

Driving Adjustment: Left Side and Right Hand Drive

Japan keeps left on roads, intersections, and highways, and rental cars are right hand drive.610 This left side rule applies nationwide. Drivers from right hand traffic countries should treat the first hour as retraining, not sightseeing.10

When turning right, oncoming vehicles have priority. Wait until clear and always give priority to pedestrians.10 Default limits for ordinary automobiles where no sign says otherwise are 60 km per hour on ordinary roads and 100 km per hour on expressways.6

Seatbelts are required for driver and all passengers. Children under six must use a child seat.6 Cell phone use or gazing at a screen or device while driving may be penalized as a safe driving violation.61011

Parking or stopping on roads is prohibited in the visitor summary used here. Violations may draw fines up to ¥25,000.10 Mobile phone penalties stated for visitors run up to 6 months imprisonment or a fine up to ¥100,000 with 3 points for ordinary use, and up to 1 year or ¥300,000 with 6 points plus suspension when use causes danger.10

On expressways, accelerate fully in the acceleration lane, stay in the driving lane except to overtake, never use the shoulder, and refuel early because service gaps can be long.6 For winter driving in snow regions, chains, slow starts, and stopping in whiteouts are their own topic; treat this article as the license pass and check a dedicated driving safety guide before a Hokkaido or alpine winter trip.1

Expressway Tolls and ETC in a Rental Car

A 車載器 (shazaiki, "ETC onboard unit installed in the vehicle") plus a valid inserted ETC card together make ETC work. The unit alone does not pay tolls.11 Avis equips all its rental vehicles with an ETC onboard unit as standard, but the card is separate (as of 2026-09; confirm current vehicle terms with the rental operator).11

ETC card rental availability is limited by area, branch, and stock. Staff install the card at departure and tolls settle at return (as of 2026-09).11 Personal ETC cards issued in Japan follow a Japanese credit card path, so visitors normally use a rental company card rather than obtaining their own.11

Without ETC, use lanes marked General, take and keep the entrance ticket, and pay at exit. ETC only lanes and Smart IC entries are not valid without working ETC.11 Never operate the unit or handle the card while driving; it is dangerous and may count as a safe driving violation.11

Reserve the ETC card with the car booking

Card stock is limited by branch. Add the card at booking time, ask staff to show correct insertion at pickup, and settle tolls when returning the car.11

Regional expressway passes use rental company ETC cards and the listed pass prices do not include the rental car or ETC card rental (as of 2026-01; confirm current pass terms with JNTO).12 The nationwide Japan Expressway Pass and the Central Nippon Expressway Pass are no longer available; only regional passes remain (as of 2026-01).12

Remaining regional passes per JNTO are HEP, TEP, SEP, and KEP (as of 2026-01).12 Eligibility is non Japanese passport holders or Japanese citizens with foreign permanent residency, with passport and license checked at purchase (as of 2026-01).12 Price the actual route on the official toll search before buying a pass, since a pass only pays off when daily tolls exceed the daily equivalent.12

Good to know

A Geneva style booklet from the wrong issuer still fails at the counter

A booklet titled like an international permit still fails when it uses the wrong treaty format, comes from an unauthorized online seller, pairs an IDP country with a different license country, or lacks the correct category stamp.2587 Toyota, Honda, Avis, and Orix each list these as explicit rental refusal cases, and Toyota warns the rental may be rejected even when other trip bookings are paid.2

A category stamp you did not check can limit the car you may drive

A B only stamp does not authorize a 10 seat class vehicle. Driving it counts as driving without a license.5 Honda and Toyota state the D box stamp requirement for larger classes at pickup, so check the stamp before reserving a large vehicle class.25

Your driving year is capped by landing date and document expiry together

The usable period ends at the earlier of one year after landing and the underlying permit or license expiry.425 The National Police Agency states the period as not more than one year after landing or the valid period of the permit or license, whichever is shorter.4 For a one week trip neither limit matters; for a long stay check license expiry before flying.4

An ETC equipped car without a rented ETC card still cannot use ETC lanes

The onboard unit alone does not pay tolls. Without a valid inserted card the driver must use General lanes and cannot plan a route through Smart IC or ETC only gates.11 Avis states the unit is standard but the card is separate and rental only in limited areas, with tolls settled at return.11 Reserve the card with the booking rather than assuming counter stock.11
