Regional and Area Rail Passes: Alternatives to the Nationwide JR Pass
A Regional Japan rail pass covers unlimited rides inside one JR company area for a fixed price, and it is the cheaper answer whenever your itinerary stays in that area.1 Which pass fits is a function of itinerary shape, not brand loyalty, so the method below prices your actual legs before you buy anything.

Overview
The nationwide Japan Rail Pass is jointly offered by the six JR Group companies for travel throughout Japan.1 JNTO frames regional JR passes as the more economical choice when a trip explores one particular area rather than the whole country.1
A regional pass covers less ground, costs far less, and delivers maximum value when your route stays inside one area.1 If your whole trip is Kansai, Kyushu, Hokkaido, or the Tokyo day-trip zone, a regional pass is usually the smarter financial choice.
How Regional Passes Differ From the Nationwide Pass
Coverage, price, and validity shape are the three differences that matter. A regional pass draws a hard operator boundary, charges 30 to 70 percent less than the nationwide pass, and runs on consecutive days you must use densely.
Coverage is one JR company area, not the whole network
JR East passes exclude the Tokaido Shinkansen because it is operated by a different company.23 The Hokuriku Arch Pass carries the same exclusion for the same reason.4
The Kansai Area Pass cannot be used on any Shinkansen at all.5 The Kansai WIDE Area Pass covers only the Sanyo Shinkansen between Shin-Osaka and Okayama, and the Kansai-Hiroshima Area Pass covers only the Sanyo Shinkansen between Shin-Osaka and Hiroshima.67 The Hokkaido Rail Pass covers all JR Hokkaido lines except the Hokkaido Shinkansen.8
Validity shapes and eligibility
The JR East Pass runs 5 or 10 consecutive days from a chosen start date (as of 2026-09; confirm current figures with JR East).2 The JR Tokyo Wide Pass runs 3 consecutive days from a chosen start date (as of 2026-09).3 The Hokuriku Arch Pass runs 7 consecutive days from a chosen start date (as of 2026-09).4
JR West regional passes are valid for consecutive days and run 0:00 on the start day to 24:00 on the last day (JST).567 JR West pass users must hold a foreign-government passport and enter Japan as 短期滞在 (tanki taizai, "Temporary Visitor"), and must present the passport to receive the pass.567
JR Hokkaido area passes instead accept all non-Japanese passport holders on presentation of a valid passport, with no Temporary Visitor requirement stated.8 Child fares apply from ages 6 to 11 on JR East, JR West, JR Kyushu, JR Hokkaido, and JR Shikoku passes, and children under 6 who need no seat reservation need no pass on JR East.23459810
Kansai Area Passes: JR West Options
Kansai is the region where a regional pass most often wins. Three JR West passes stack by reach, from a short local stay to a westward leg ending in Hiroshima.

Kansai Area Pass for short Kansai stays
The 1-day, 2-day, 3-day, and 4-day prices are 2,800, 4,800, 5,800, and 7,000 yen for adults (as of 2026-09; confirm current figures with JR West).5 Coverage is unlimited rides across Osaka, Kyoto, Kobe, Nara, Himeji, Wakayama, and Otsu, plus the Kansai-Airport Express HARUKA.5
Valid trains are HARUKA reserved seats plus Special Rapid, Rapid, and Local trains on JR West conventional lines.5 Shinkansen and other limited express trains are excluded, so this pass suits dense local movement rather than long hops.5
The Kansai Area Pass covers up to two HARUKA reserved-seat rides, and each needs advance booking before boarding.5 Plan the airport arrival and one more reserved leg, then ride non-reserved for the rest.
Purchase also adds vouchers for Kyoto City Subway, Keihan Railway, and Hankyu Railway use.5 That bundle exists because JR alone serves parts of Kyoto poorly, which previews the private-railway section below.
Kansai Wide Area Pass for wider roaming
The 5-day price is 12,000 yen for adults and 6,000 yen for children (as of 2026-09; confirm current figures with JR West).6 Coverage reaches Okayama, Takamatsu, Kinosaki Onsen, Amanohashidate, Tottori, and Shirahama from Kansai.6
Valid trains include reserved seats on the Sanyo 新幹線 (shinkansen, "bullet train") only between Shin-Osaka and Okayama, plus HARUKA, KUROSHIO, KONOTORI, SUPER HAKUTO, and other limited express trains in the area.6 The Tokaido Shinkansen toward Tokyo, the Sanyo Shinkansen west of Okayama, and the Kyushu Shinkansen are excluded.6
Kansai-Hiroshima Area Pass for the westward leg
The 5-day price is 17,000 yen for adults and 8,500 yen for children (as of 2026-09; confirm current figures with JR West).7 Coverage runs from Kansai to Hiroshima and includes the JR West Miyajima Ferry between Miyajimaguchi and Miyajima.7
Valid trains include reserved seats on the Sanyo Shinkansen between Shin-Osaka and Hiroshima plus area limited express trains.7 The Sanyo Shinkansen west of Hiroshima toward Hakata, the Tokaido Shinkansen, and the Kyushu Shinkansen are excluded.7
Visiting Miyajima requires a 100 yen visitation tax paid when boarding the ferry (as of 2023-10).7 That tax sits outside the pass, so keep coins or IC balance ready at the pier.
Eastern Japan Passes: JR East Options
Tokyo-centered trips have their own three-pass stack. The lineup changed in March 2026, so guides quoting the old split Tohoku and Nagano Niigata passes are out of date.

JR East Pass for Tohoku, Nagano, and Niigata
The new combined JR East Pass costs 35,000 yen for 5 days or 50,000 yen for 10 days for adults, with children at 17,500 and 25,000 yen (as of 2026-09; confirm current figures with JR East).2 Coverage spans all JR East lines including BRT plus Tokyo Monorail, Aoimori Railway, Iwate Galaxy Railway, Sendai Airport Transit, Sanriku Railway, Hokuetsu Express, the Echigo Tokimeki Railway between Naoetsu and Arai, through-operation Tobu limited express trains such as Nikko, Kinugawa, and SPACIA Kinugawa, and some JR bus routes.2
Sales of the old JR EAST PASS (Tohoku area) and JR EAST PASS (Nagano, Niigata area) ended March 13, 2026, and the new combined pass is valid for use from March 14, 2026 (as of 2026-01).11 The discontinued Nagano Niigata variant cost 27,000 yen for 5 days, so the combined pass is broader and pricier than either half it replaced (as of 2026-01).11
JR East prices a Narita Airport to Tokyo to Sendai to Shin-Aomori adult itinerary with ordinary reserved seats at 52,000 yen total, against the 35,000 yen 5-day pass (as of 2026-09).2 That single northbound chain already clears the pass before any local rides.
Tokyo Wide Pass for Tokyo day trips
The price is 16,000 yen for adults and 8,000 yen for children (as of 2026-09; confirm current figures with JR East).3 Coverage adds Tokyo Monorail, Izu Kyuko, Fujikyu Railway, Joshin Dentetsu, Saitama New Urban Transit, and the Rinkai Line to JR East lines, plus through-operation Tobu limited express trains.3 That map opens Nikko, Kawaguchiko by Mt. Fuji, Karuizawa, GALA Yuzawa, and the Izu Peninsula, which JNTO lists as the pass signature day-trip ring.31
The Tokaido Shinkansen is excluded.3 Extra fees apply for reserved seats on Fujisan Express, Fujisan View Express, and Fuji Tozan Densha trains on Fujikyu lines.3
JR East prices a Tokyo to GALA Yuzawa to Omiya to Nikko to Shinjuku adult itinerary with reserved seats at about 21,500 yen, against the 16,000 yen pass (as of 2026-09).3 Two day trips inside three days already beat the pass price.
Hokuriku Arch Pass for the northern Tokyo to Kansai route
The price is 35,000 yen for adults and 17,500 yen for children (as of 2026-09; confirm current figures with JR East).4 Coverage links Tokyo and Osaka via Nagano, Toyama, Ishikawa, and Fukui on the Hokuriku corridor, across JR East and JR West lines plus Tokyo Monorail and specified third-sector segments.41 Those segments are the IR Ishikawa Railway between Kanazawa and Tsubata, the Ainokaze Toyama Railway between Takaoka and Toyama, HAPI-LINE Fukui between Fukui and Echizen-Hanando, and the Noto Railway between Nanao and Wakuraonsen.4
The pass is only for foreign visitors with Temporary Visitor entry status.4 JR East prices a Narita Airport to Kanazawa to Nagano to Narita Airport adult itinerary at approximately 38,000 yen, against the 35,000 yen pass (as of 2026-09).4
This pass never touches the Tokaido Shinkansen, so Tokyo to Kyoto runs long via the northern corridor.4 Buy it for stops in Nagano, Toyama, Kanazawa, or Fukui, not for speed.
Island Passes: Kyushu, Hokkaido, and Shikoku
Island circuits are the second place regional passes routinely win. Each island has its own JR company pass with its own validity quirks.

JR Kyushu Rail Pass for Kyushu loops
The All Kyushu variant costs 22,000 yen for 3 days, 24,000 yen for 5 days, or 26,000 yen for 7 days for adults (as of 2026-09; confirm current figures with JR Kyushu).9 The Northern Kyushu variant costs 15,000 yen for 3 days or 17,000 yen for 5 days, and the Southern Kyushu variant costs 12,000 yen for 3 days (as of 2026-09).9
The pass covers local trains, limited express trains, and Shinkansen across the chosen area, with free seat selection on eligible trains.9 Online booking prices can differ from the standard prices above, so check the booking channel before comparing (as of 2026-09).9
Users must show a passport proving international-visitor status with a Temporary Visitor stamp or seal when boarding.9 Keep the passport with the pass throughout the trip.
Hokkaido Rail Pass and All Shikoku Rail Pass in brief
The Hokkaido Rail Pass costs 22,000 yen pre-purchase or 23,000 yen at stations for 5 days, 28,000 or 29,000 yen for 7 days, and 37,000 or 38,000 yen for 10 days for adults (as of 2026-09; confirm current figures with JR Hokkaido).8 Two smaller area passes exist: the Sapporo-Noboribetsu Area Pass at 10,000 yen pre-purchase or 11,000 yen at stations for 4 days, and the Sapporo-Furano Area Pass at 11,000 yen pre-purchase or 12,000 yen at stations for 4 days (as of 2026-09).8
JR Hokkaido prices a Sapporo to Hakodate round trip plus a Sapporo to Otaru round trip at 23,140 yen total, against the 22,000 yen 5-day pass (as of 2026-09).8 Two long round trips already clear it before any further rides.
All seats on JR Hokkaido limited express trains are reserved, with no non-reserved cars at all.8 Take a reserved-seat ticket at a machine or counter before boarding, since seats cannot be assigned on the train.
The ALL SHIKOKU Rail Pass costs 12,000 yen overseas or 12,500 yen in Japan for 3 days, rising to 20,000 or 20,500 yen for 7 days (as of 2026-09; confirm current figures with JR Shikoku).10 It covers non-reserved ordinary-car seats on all JR Shikoku and Tosa Kuroshio lines plus Kotoden, Tosaden, and Asa Kaigan Railway lines.10
From October 1, 2026 the Shikoku pass no longer covers the Shodoshima Ferry or the Shodoshima Olive Bus, though passes bought on or before September 30, 2026 keep both (as of 2026-09).10 The pass is not valid north of Kojima Station toward Okayama on the Seto-Ohashi Line.10
Private Railway Passes Where JR Is Not Dominant
Some of the best-value legs in Kansai and Chubu run on private railways that no JR pass covers. Two pass families fill that gap.

Kansai private-railway passes
The Kintetsu Rail Pass 1-day, 2-day, 5-day, and 5-day plus prices are 1,900, 3,700, 4,900, and 6,700 yen for adults, with children at half (as of 2026-09; confirm current figures with Kintetsu).12 The 5-day pass gives unlimited rides on all Kintetsu lines plus the Iga Tetsudo line across Osaka, Nara, Kyoto, Mie including Ise-Shima, and Nagoya.12
Passes are digital tickets bought online and boarded by holding a smartphone QR code to the gate reader.12 The JR West Kansai Area Pass bundle itself adds Kyoto City Subway, Keihan, and Hankyu vouchers, which confirms that JR alone leaves gaps a private pass fills.5
Kintetsu reaches Nara, Ise-Shima, and southern Kyoto points with fewer transfers than JR on several corridors.12 Price those legs first, since a 1,900 yen 1-day Kintetsu pass can undercut a JR day built on the wrong map.
JR Central tourist passes for the Chubu corridor
Four JR Central tourist passes cover the Chubu corridor: Takayama-Hokuriku at 19,800 yen, Alpine-Takayama-Matsumoto at 24,500 yen, Ise-Kumano-Wakayama at 16,500 yen, each for 5 consecutive days, plus the Mt. Fuji-Shizuoka Mini at 6,500 yen for 3 days (as of 2026-09; confirm current figures with JR Central).13
The Takayama-Hokuriku pass links Osaka and Nagoya with Shirakawa-go, Gokayama, Kanazawa, Toyama, and Gifu, with bus-inclusive segments.13 The Alpine pass centers on the Tateyama Kurobe Alpine Route around Gifu and Nagano from Nagoya.13
How to Evaluate a Pass Against Point-to-Point Fares
The method is the same route math the nationwide-pass analysis uses. List your legs in order, keep only the ones inside one pass map, sum their one-way fares, and compare the sum to the pass price.
The diagram below follows your itinerary shape to the right starting comparison. It is part of the method, not decoration.
JNTO positions regional passes as the bargain option specifically for single-area exploration, which is the same shape test in operator-neutral words.1 Legs outside the chosen map stay on IC card or individual tickets rather than forcing a bigger pass.1
Add up your covered legs first
Write the route in travel order, circle the longest intercity jumps, and check whether most sit inside one official regional pass map.1 If yes, start with that regional pass and price the leftovers separately.
If the trip spans two neighboring regions, price two regional passes plus the single join leg between them before assuming the nationwide pass wins. City walking days between pass windows burn nothing when the passes are not yet activated.
Worked examples
JR East prices a Tokyo to GALA Yuzawa to Nikko loop with reserved seats at about 21,500 yen, against the 16,000 yen Tokyo Wide Pass, a saving near 5,500 yen inside three days (as of 2026-09).3 The shape is two day trips from one base, which is exactly what the 3-day window rewards.
JR Hokkaido prices a Sapporo to Hakodate plus Sapporo to Otaru round-trip set at 23,140 yen, against the 22,000 yen 5-day Hokkaido Rail Pass, a saving of 1,140 yen before any further rides (as of 2026-09).8 Every extra ride after those two round trips adds further saving.
A secondary guide prices a Shin-Osaka to Hiroshima round trip near 21,200 yen plus a roughly 400 yen Miyajima ferry round trip, against the 17,000 yen Kansai-Hiroshima Area Pass, a saving near 4,600 yen before extra local trips (as of 2026-05).14 Treat that figure as indicative rather than official, since it comes from a guide rather than a JR West fare table.
Good to know
A regional pass only pays off inside its map
Every pass above draws a hard operator boundary, from no Tokaido Shinkansen on JR East passes to no Shinkansen at all on the Kansai Area Pass to nothing north of Kojima on the Shikoku pass.23510 A leg outside the map needs a separate ticket no matter how much room is left on the pass.
List covered legs first and price the rest on IC card or singles. A pass that covers 80 percent of a trip can still lose to singles if the missing 20 percent is the most expensive leg.
The fastest Tokaido leg is usually outside a regional pass
JR East and Hokuriku Arch passes exclude the Tokaido Shinkansen by operator boundary, so a Tokyo to Kyoto or Osaka dash needs its own ticket or a different pass choice.234 Do not buy a northern-corridor pass for a southern-corridor dash.
If speed matters more than stops, buy the direct Tokaido ticket and keep the regional pass for the regional days. The Hokuriku Arch route only makes sense when Nagano, Toyama, Kanazawa, or Fukui are part of the plan.4
Consecutive-day validity punishes slow travel days
JR East, JR West, JR Kyushu, JR Hokkaido, JR Shikoku, and JR Central passes all run on consecutive days from the chosen start date.2345981310 Rest days inside the window still burn pass days, so activate late and ride densely.
Do not activate on arrival day if the first days are city walking days. Start the pass the morning of the first long leg instead.
Eligibility needs a Temporary Visitor stamp, not just a foreign passport
JR West, JR Kyushu, and JR Shikoku passes require Temporary Visitor entry status checked against the passport.5910 JR Hokkaido area passes instead accept any non-Japanese passport holder.8 Check your own pass page before assuming one rule covers all companies.
Carry the passport with the pass, since staff may ask to see both together.57 Lost or stolen passes are not reissued, so treat the pass like cash.5
Private-railway passes can forbid JR legs you assumed were covered
Kintetsu passes cover Kintetsu and Iga Tetsudo lines only, so JR legs between the same cities need separate fares or a JR pass instead.12 The reverse also holds: JR passes never cover Kintetsu, Keihan, Hankyu, or subway legs unless a voucher says so.5
When a day mixes both systems, price each system separately. The Kansai Area Pass voucher bundle exists precisely because single-system days are rare in Kyoto.5
