Is the JR Pass worth it after the October 2023 price hike? The short answer is that it depends on your itinerary, not on habit or old advice.1 This article gives you dated prices and a simple route-math framework so you can decide from your own planned legs.

Overview
The Japan Rail Pass is a joint JR Group ticket for unlimited rides on almost all JR trains for 7, 14, or 21 consecutive days.12 It comes in Ordinary and Green-Car tiers, and only short-term visitors with Temporary Visitor status can use it.3
The October 2023 revision raised prices by roughly two thirds and broke the old rule of thumb. A Tokyo Kyoto round trip once nearly covered a 7-day pass, and now it covers just over half.245 The rest of this article shows the dated prices and the comparison method that replaces that rule.
What Changed in October 2023
The revision took effect on October 1, 2023 and reset every duration tier at once. The table below states pre- and post-revision adult Ordinary prices as dateable figures, not evergreen ones (as of 2023-10; confirm current figures with the JAPAN RAIL PASS official site).64

Green-Car tiers rose by a similar margin to 7-day ¥70,000, 14-day ¥110,000, and 21-day ¥140,000 (as of 2023-10).61 Children aged 6 to 11 pay half the adult fare in either tier (as of 2026-09).6
A second price move is already scheduled. Overseas-agency prices rise again from October 1, 2026, with the Ordinary 7-day moving from ¥50,000 to ¥53,000 and the Green 7-day from ¥70,000 to ¥74,000 (as of 2026-04).7 The official online channel holds pre-October prices for a limited window whose end date is unannounced, so check the live price page before paying (as of 2026-04).7
Pre-increase vs post-increase prices
The scale is easiest to grasp as a single comparison. The old 7-day Ordinary price of ¥29,650 sat below one Tokyo Kyoto round trip plus airport transfers, while the new ¥50,000 price sits well above that same bundle (as of 2023-10).45
That gap is the whole story. Every extra yen above the old price is distance you must now add inside the validity window to break even. The framework in the next section turns that intuition into arithmetic.
What else changed at the same time
Two non-price changes arrived with the revision. In-Japan walk-up sales, previously a trial, ended on October 1, 2023, leaving exactly two channels: the official website and an overseas-agency Exchange Order.189
Pass holders also gained a new option on the fastest trains. Nozomi (nozomi, "fastest Tokaido and Sanyo Shinkansen service") and Mizuho (mizuho, "fastest Sanyo and Kyushu Shinkansen service") trains, previously excluded entirely, became rideable with a separate per-ride ticket bought before boarding.10

Budget the supplement per Nozomi or Mizuho leg, or plan to ride Hikari (hikari, "fast Tokaido service covered by the pass") and Kodama (kodama, "all-stops Tokaido service covered by the pass") services instead. How the Worth-It Math Works
Forget verdicts and run your own sum. Add up the ordinary reserved-seat one-way fares for every long-distance JR leg inside your pass window, then compare the total to the pass price.1 Only JR-covered legs count, and only legs inside the consecutive-day window count.
Validity runs on calendar days, midnight to midnight, not 24-hour periods (as of 2026-04; confirm current figures with the JAPAN RAIL PASS official site).1 A 7-day pass started at noon on day 1 expires at midnight at the end of day 7. Seat reservations on covered trains are free but must be obtained before boarding.11
List each leg, write the one-way reserved fare beside it, and sum the column. If the sum clears the pass price with margin to spare, the pass earns its place. If it falls short, buy point-to-point tickets.

Add up your one-way Shinkansen fares
Use ordinary reserved-seat fares as your baseline. Tokyo to Kyoto runs around ¥13,850 reserved on Hikari or Kodama services, and around ¥14,170 on Nozomi, with seasonal variation (as of 2026-07; confirm current figures with JR Central booking results).5
Round every leg the same way and keep the comparison consistent. Do not mix unreserved one-way fares on one leg with Green-Car fares on the next. The pass competes against the reserved Ordinary total for the same trains it actually covers.

Example A shows why the old advice fails. A Tokyo Kyoto Osaka Tokyo loop alone totals far below the pass price, leaving roughly ¥20,000 uncovered (as of 2026-07).56 No convenience premium closes a gap that large on its own.
Example B shows where the pass still earns out. Adding a Hiroshima leg or equivalent long-distance travel inside the same 7 days pushes the sum past the pass price (as of 2026-07).1 Multi-leg weeks and strings of day trips are the shape that still pays. Ordinary vs Green-Car Tiers

Price gap and seating difference
Green Car (gurīnsha, "first-class car") means larger seats, more foot space, quieter cabins, and cabins that tend to be less crowded.1 Many travelers find Ordinary seats fully sufficient, since standard Shinkansen (shinkansen, "bullet train") seating is already spacious and clean.1
An Ordinary pass covers only the base fare in a Green car. The Green-Car and express charges must be paid separately on top, which usually adds up to a large amount.1 Buy the Green tier upfront if you want Green seating throughout, rather than upgrading leg by leg.
How to Buy, Activate, and Use the Pass
There are exactly two purchase channels, and neither is a same-day counter purchase in Japan. Buy through the official website with a passport and credit card, or buy an Exchange Order through an overseas JR-designated agency before coming to Japan.98
Online buyers set a start date within one month at purchase and can modify it later, plus they can reserve seats online before arrival (as of 2026-09; confirm current figures with the JAPAN RAIL PASS official site).9 Agency buyers receive a voucher to exchange in Japan within 3 months of issue and choose the start date within one month at exchange.81 Online purchase is unavailable to Japanese nationals living abroad, who use the overseas channel only.93
Exchange Order vs online purchase
The Exchange Order (hikikaeshō, "exchange voucher") is paper or voucher proof, not a ticket. It cannot be used for travel itself and must be turned in with the passport at a JR exchange office to receive the pass.8
Arrival-side offices only pick up or exchange an existing order. There is no way to buy a pass for the first time after arrival without a prior online order or Exchange Order (as of 2023-10).1 Pickup for online orders is available at designated counters and selected ticket machines with the order number and passport.9
Activation and consecutive-day validity
The pass runs 7, 14, or 21 consecutive days from the chosen start date with no pauses or extensions. Once issued, the period and pass type cannot be changed.11 Plan the start date around the densest travel stretch, not around landing day.
Eligibility turns on one stamp. Only a passport carrying a physical Temporary Visitor stamp or sticker qualifies for pickup, exchange, and use.3 Automated gates do not apply that stamp, so use a manned gate or ask an officer to add it.
Automated gates save minutes at the airport and can cost you the whole pass. Without the physical Temporary Visitor stamp, the exchange office cannot issue the pass even if you prepaid.3
Coverage beyond the Shinkansen is broad but not total. The pass covers ordinary cars on almost all JR Shinkansen except Nozomi and Mizuho without the extra ticket, plus limited express, express, and local trains, the Tokyo Monorail, some local JR buses, and the JR West Miyajima ferry with a separate ¥100 visitor tax due.111 The pass is strictly personal and non-transferable, and you must carry your passport while using it.11

Nozomi and Mizuho rides cost extra on top of the pass
The fastest trains are a surcharge story, not a coverage story. Each Nozomi or Mizuho boarding needs its own ticket, such as ¥4,960 for Tokyo Kyoto (as of 2026-09).10 Riders who want the fastest departures on every leg should add those supplements to the pass price before comparing.
Buying after arrival without a prior order is not possible
The trial-era counter sale is gone for good. Since October 1, 2023, stations handle only pickup and exchange of existing orders, not first-time sales.1 Start the purchase online or through an overseas agency while still planning flights and hotels.
Activating on arrival day can waste high-value days
The midnight-to-midnight clock punishes early activation. An arrival day spent on the airport express and local trains burns one of the 7 days at low value.1 Set the start date to the first long-distance Shinkansen day and buy point-to-point tickets for the days outside the window.
