Budgeting for Japan's New Tourist Fees and Taxes: A Realistic Add-On Estimate

Japan tourist taxes trip budget planning comes down to three dated lines: a flat departure tax, per city lodging taxes, and an optional Mount Fuji fee.123 This article totals those lines for one fixed 10 day Tokyo Kyoto Osaka mid range trip, as ranges with dates, so you can plug the result into a broader trip budget without alarm.

Overview​

This budget covers the add on only, not flights, rooms, food, or rail. The worked example assumes two adults, 10 nights split as 3 in Tokyo, 4 in Kyoto, and 3 in Osaka, with mid range room only rates per person per night.

Each city's lodging tax is set by that city alone. Kyoto tiers never apply in Tokyo or Osaka, and Tokyo bands never apply in Kyoto.245

What counts as a new tourist fee in this budget​

Three lines go into the worked example total. Everything else stays out, so the number below means one thing consistently.

Included in the worked example​

The 国際観光旅客税 (kokusai kanko ryokyaku zei, "international tourist tax") is a flat JPY 3,000 per departure from Japan (as of 2026-09-04; confirm current figures with the National Tax Agency).16 It is collected through the ticket by airlines and cruise lines, so most travelers make no separate airport payment.1

Lodging taxes are municipal 宿泊税 (shukuhakuzei, "accommodation tax") charges, calculated per person per night on the room only rate and collected by the property (as of 2026-02-26).2 Kyoto, Tokyo, and Osaka each set their own bands, stated in the table below (as of 2026-09-04).245

The optional Fuji line is a 4,000 yen per climber per entry access fee on the official trails (as of 2026-04-17).3 On the Shizuoka side the same 4,000 yen covers a one time entry with no daily climber cap, issued after e-learning and registration in the FUJI NAVI app (as of 2026-04-27).7 It buys mountain entry only, not a hut bed, transport, or meals (as of 2026-04-17).3

Left out of this total​

Visa and entry application fees are a separate system from the departure tax and sit outside this total.1 If you need a visa, budget that line separately.

Rail pass changes, tax free shopping rule changes, attraction admissions, and daily spending are also out of scope. This article sizes the tourist fee add on only, then points you to a full budget framework for everything else.

Use this total as one plug in line

Treat the worked example result below as a single fee line inside a larger trip budget. It replaces no other line and duplicates no city guide.

The 10 day 3 city worked example​

This section answers the underlying question directly: how much extra will these fees add to a standard mid range trip. The answer is a range, because banding and ticket dates move the exact figure.

Trip assumptions​

Two adults travel 10 days across Tokyo (3 nights), Kyoto (4 nights), and Osaka (3 nights). Mid range room only rates per person per night are assumed at 12,000 to 18,000 yen in Tokyo, 12,000 to 18,000 yen in Kyoto, and 10,000 to 16,000 yen in Osaka.

These rate bands are arithmetic assumptions for the example, not market price claims. Your own band is set by your property's room only figure divided by guests, after stripping meals and consumption tax.2 Always confirm the band with the property when the confirmation does not split the room only figure.

The add on total as a range​

Per person math comes first, then the two adult total. Every row carries its own snapshot date, and the section total is read as a range (as of 2026-09-04; confirm current figures with the National Tax Agency).1

The per person add on without a Fuji climb lands near 5,500 to 7,000 yen (as of 2026-09-04).1245 With one Fuji climb it rises by 4,000 yen per climber (as of 2026-04-17).3

The multiplication order is fixed, which is why the table reads top down:

Why ranges, not single figures​

A single figure would imply false precision. The same hotel can land in different bands for different room types or occupancy splits, because the band is judged on the per person room only figure.2

The departure tax line can also turn on ticket timing. Eligible tickets issued on or before 30 June 2026 keep the previous JPY 1,000 rate under the transitional measure (as of 2026-09-04).1

Check stay date and ticket date before budgeting

Kyoto bands apply by stay date from March 1, 2026, so an earlier reservation does not lock old bands for a later stay (as of 2026-02-26).2 Departure tax can key off ticket issue date instead (as of 2026-09-04).1 Confirm both dates against your own bookings.

Putting the total next to the whole trip cost​

Secondary 2026 budget guides place a 10 day mid range trip at roughly 200,000 to 300,000 yen per person excluding international flights (as of 2026-04-13; confirm current prices with booking sources) (limitation: commercial publisher range, used only for proportion context).8

Against that base, the worked example add on of about 5,500 to 7,000 yen per person is real but small, near 2 to 3 percent of the trip total before flights (as of 2026-09-04).12458 A Fuji climb adds 4,000 yen per climber on top, still a fraction of a mid range total (as of 2026-04-17).38

That proportion is the point. These fees deserve a budget line, not a trip rethink. Luxury Kyoto nights are the one exception that can break the pattern, since the 4,000 and 10,000 yen tiers multiply per person per night (as of 2026-02-26).2

Good to know​

Kyoto tax is charged per person per night, not per room​

Two guests sharing one room each pay the full per person amount for their own band, every night of the stay.2 At the mid range 400 yen band, two guests for four nights owe 3,200 yen in total, not 400 yen (as of 2026-02-26).2

Budget the extra amount per person per night rather than per room. Platform totals often show the room rate only, with the tax collected separately at the property.2

Tokyo and Osaka bands do not follow Kyoto tiers​

Tokyo exempts stays under 10,000 yen per person per night and caps at 200 yen, while Osaka exempts stays under 5,000 yen and caps at 500 yen (as of 2026-06-30) (as of 2025-09-01).45 Kyoto taxes every band from 200 yen up with no general exemption and tops at 10,000 yen (as of 2026-02-26).2

Never apply one city's threshold to the next stop. Look up each city separately, then add the city totals together.245

Ticket issue date can change the departure tax you pay​

An older booking can carry the old JPY 1,000 rate even for travel after the 2026 increase. The transitional measure keys the rate to eligible tickets issued on or before 30 June 2026, not to the travel date alone (as of 2026-09-04; confirm current figures with the National Tax Agency).1

Check the ticket issue date on your confirmation before assuming the newest figure applies. When in doubt, ask the carrier which rate was applied to your booking.1

A Fuji climb adds a fixed optional line only inside the season window​

The 4,000 yen fee applies to climbers passing the gate or reference point toward the summit during the official season (as of 2026-04-17).3 For 2026, Yoshida runs July 1 to September 10, with summit access closed until June 30 (as of 2026-04-17).3

Sightseers who stay at the 5th station or walk outside the gate do not pay.3 If a Fuji climb is not in your plan, drop this line from the total entirely.
