Earthquake Basics for Visitors: What to Do When the Ground Shakes

This guide is baseline orientation for first-time visitors with no earthquake experience. It is not seismology and it does not predict what will happen on your dates.23
These steps apply nationwide, in hotels, stations, shops, and on the street. Procedures do not change by city or by accommodation type.24
How Often You May Feel a Tremor
Japan sits in one of the most active seismic and volcanic zones in the world. Frequent earthquakes are the background condition, not an exceptional event.1
JMA watches this activity around the clock through about 200 seismographs and 600 seismic intensity meters, plus data from over 3,600 local-government and research-institute meters feeding real-time analysis in Tokyo and Osaka.1
A Minor Sway Is Normal, Not a Danger Sign
Around 1,500 felt earthquakes per year is the widely reported figure, with most being minor and unfelt outside the local area.5 That rate is why a multi-week visitor may plausibly feel a brief sway in a hotel or cafe.
Treat a short, weak sway as background. Then check official information if shaking was strong, long, or near the coast.12 A 地震 (jishin, "earthquake") that barely moves a hanging lamp and a strong event that makes standing difficult share a cause but call for different responses.
Japan describes local shaking with 震度 (shindo, "seismic intensity at a place, on a 10-degree scale from 0 to 7").1 You do not need to memorize the scale. You only need to know that higher shindo means stronger motion where you are.
What to Do During Shaking
Protect your head first. Then stay in place until the motion fully stops.3
Indoors: Drop, Cover, Hold and Stay Away From Hazards
Drop under a durable table, cover your head, and hold on. At a hotel or accommodation, JTA guidance says the same thing directly: protect your head and take shelter under a durable table.4
Stay away from windows, glass, and tall shelving during motion. Do not use elevators during shaking, since elevator and rail systems are designed to stop or control movement for safety.14
In Stations and Large Facilities: Follow Staff Instructions
Stations, airports, and large sightseeing and commercial facilities handle shaking with their own announcements and staff direction. Your job is to shelter first, then follow those instructions.34
Staff may hold you in place, move you away from glass or platform edges, or delay exits until they confirm conditions. JTA emergency pages treat lodging, stations, and commercial facilities as separate cases for this reason.4
Outdoors and Near the Coast: Move Clear, Then Assess
Outside, move clear of building fronts, glass, signs, and vending machines, then crouch and protect your head. Once motion stops, assess before moving far.
Near the coast or a river mouth, treat strong shaking or slow, long shaking as a move-to-high-ground signal. Check Yourself, Then Check Information
Check for injuries first. Then open the hotel-room door and confirm entrance and exit ways while following lodging-facility instructions.4
Next, check official earthquake information from JMA rather than social-media rumor.12 Expect aftershocks and secondary effects before returning to normal movement, as JNTO advises before going back to lodging routines.3
Expect Transit Suspensions for Safety Inspection
Transport services, including trains, may be disrupted after an earthquake.6 This is planned procedure, not proof of severe damage.
Shinkansen lines detect early tremor waves with trackside and offshore sensors, then automatically cut power and brake trains in the affected zone.78 JR East links the same seismic information to emergency stops on conventional lines.7 After a stop, crews inspect track and structures before resuming, so delays can run from minutes to hours.
A suspension after a minor quake usually means inspection is underway. Check the operator app or station display before changing hotels or heading to the airport.6

Alerts and Information in English
JMA issues Earthquake Early Warnings just as a quake starts, giving seconds to protect before strong motion arrives. Delivery runs through TV, radio, cell phones, and smartphones, and the dedicated service through media outlets began on 1 October 2007.9
The Japanese name is 緊急地震速報 (kinkyu jishin sokuho, "Earthquake Early Warning").9 When you hear its alarm with a special sound, stay calm and protect yourself first even if you do not yet feel motion.2
J-Alert is the separate national instant system behind some of those broadcasts. It relays Emergency Earthquake Alerts at estimated seismic intensity 5-lower or higher from the national government through the Fire and Disaster Management Agency to local systems.10 Its full name is 全国瞬時警報システム (zenkoku shunji keiho shisutemu, "J-Alert national instant warning system").10
Visitors do not install J-Alert itself. You receive its practical benefit through broadcast chimes and through traveler apps that redistribute official warnings.
The traveler app to install before arrival is Safety Tips, run through the Japan Tourism Agency channel. It pushes earthquake early warnings, tsunami warnings, and other weather warnings in 15 languages including English, with an evacuation flowchart, helpful phrases, and disaster information links (as of 2026-09; confirm current details with the Japan Tourism Agency).11 Listed system support is iOS 9.0 or later and Android 5.0 or later (as of 2026-09).11
JNTO Safe Travel Information earthquake pages use the same official chain. They advise protecting the head, following staff after tremors, watching for aftershocks, and opening JMA for detailed earthquake information.3 The JNTO map view shows only events at maximum seismic intensity 5 or higher, so small tremors you felt may not appear there.3
Why Japan Handles Moderate Quakes the Way It Does
Earthquake-resistant structures are widely deployed for houses and buildings in Japan. Most buildings are fairly resistant to earthquakes.2
That is why JTA guidance tells people inside such a building not to go outside until it is safe.2 The street adds glass and falling objects, while the structure is designed to absorb motion.
Rail practice follows the same paired logic of early detection plus reinforced structures. JR Central describes its program as stopping trains as quickly as possible, strengthening infrastructure, and preventing derailment, with ongoing work on elevated bridge columns and derailment prevention guards.812 Automatic stops plus inspection pauses are therefore routine. They signal a system working as designed.
