Each listing stands on its own filing. One compliant listing does not validate other listings from the same host, and municipal publication and ordinance details differ by prefecture, city, or ward.67 Foreign guests without a Japanese address face one extra check-in step: the host must record passport details and keep a copy.82

A legal Japan listing shows how it is allowed to host. The label differs by legal route, but the presence of a verifiable number is constant across routes.81
Minpaku notification numbers and what the M prefix means
A notification number under the Private Lodging Business Act starts with the letter M followed by 9 numerical digits.3 Hosts must obtain this number from the local government before starting business, add it to the listing page, and upload an official supporting document proving it.1
Acceptable proof includes a copy of the display permit, a screenshot of the municipal notification email, a screenshot of the administrator system, a screenshot of the acceptance email from the lodging system, or a written notice bearing the number.1 Temporary numbers are not accepted on Airbnb; only the issued M number unlocks publication.3
Using another person's number, or forging or providing false information, carries criminal exposure including suspension or withdrawal, and Airbnb states it may refer such cases to police and administrative authorities without advance warning.1
The standard minpaku cap is a maximum of 180 days per year, counted per registered lodging from noon April 1 to noon April 1 of the next year, with one night counted as one day.69 Local governments may further limit implementation periods or zones through ordinances, so the effective local maximum can sit below 180.65
Hotel-licensed and special-zone numbers that look different
A listing operating under the Inns and Hotels Act or the National Strategic Special Zones Act enters that license or certification instead of a minpaku M number.110 Required proof for those routes is a copy of the hotel license or permission, or a copy of the special-zone accreditation certificate.10
The three routes differ structurally. Hotel lodging has no annual day cap. Special-zone lodging has no annual cap but requires a 2-night and 3-day minimum stay set by ordinance.5
Private Lodging Business Act lodging stays within 180 days per year.5

A 民泊 (minpaku, "private lodging in a residence offered for a fee") number is therefore only one valid shape.5 A 簡易宿所 (kan'i shukusho, "simple lodging under the hotel act") permit and a 特区民泊 (tokku minpaku, "special-zone lodging under the strategic-zone act") certificate are equally valid when genuine and matched to the listing.5
Where the number appears on major platforms
Look in the platform registration field, not in photos or marketing copy. The field name differs by platform, but compliant hosts complete it before hosting.12
Airbnb listing pages

The host-side entry path runs through Listings, then Regulations or Laws and regulation, then Register your listing and Add notification number with name and email, plus a supporting-document upload.110 Listings without valid registration or other legal details are deactivated so guests cannot book new reservations, and hosts relist through the dashboard once the number is added.3

Registries confirm existence, not quality. They answer whether a number was issued and whether the address matches, which is enough to filter out most non-compliant listings.712

The Japan Tourism Agency minpaku portal is the national entry point for law summaries, FAQs, operator guidance, and links to local-government contacts and the call center.69
The portal publishes aggregated registered-lodging lists by prefecture in PDF or CSV form. When to contact the local office instead

Red flags that point to an unregistered listing
One flag is enough to pause. Two flags mean set the listing aside until the host answers in writing.13

Listing-page signals
The absence of any registration, license, or certification number on a Japan listing is the primary signal, since display is mandatory and missing-info listings face deactivation.32

Host-behavior signals
A host who cannot answer which legal route covers the listing, or who deflects registration questions, fails the basic verification step that compliant hosts complete before hosting.1
Evasive check-in instructions such as avoiding the front desk, using a back entrance, or telling neighbors the guest is a friend or relative contradict the registered-lodging model of posted signage, guest-registry checks, and neighbor-complaint handling.813 Treat that instruction as a walk-away signal.
No passport-copy step for foreign guests without a Japanese address is a warning sign, because hosts must record each such guest nationality and passport number and keep a passport copy.82 Hosts must also record every guest name, address, occupation, and stay dates, and explain noise, waste, and fire-prevention points.82 A host who volunteers none of this before arrival is not following the registered-host script.
A 宿泊者名簿 (shukuhakusha meibo, "lodgers registry book kept by the operator") check at arrival is therefore normal, not intrusive.8 Expect it and cooperate with identification.
What happens if your booking turns out to be non-compliant
The consumer risk is practical, not theoretical. You lose the bed, often with little notice, and you rebook in the same tight market that made the rental attractive.34
Platform cancellation and calendar blocking
Airbnb deactivates listings without valid legal details so new reservations cannot be made, and delists listings that exceed 180 nights.34

Hosts who overshoot must contact guests, cancel the excess nights, and block the calendar through March 31. Airbnb does not waive cancellation fees or consequences on the host behalf.4
Last minute loss of lodging and how to limit it
The real consumer risk is sudden loss of lodging through removal, calendar blocking, or host-initiated cancellation to stay under the cap, which forces rebooking at prevailing rates.34
Keeping a backup hotel with free cancellation and saving the registration number plus host messages offline limits that loss (as of 2026-06-19).13 The number is the proof of what was advertised, and the messages show what the host promised about license type and check-in.
Airbnb sends a reminder when the count reaches 150 nights, but calendar management remains the host duty (as of 2026-09).4 Guests cannot see the counter, so do not rely on it as protection.

Weekend-only calendars can reflect a ward ordinance, not a scam
National law sets the 180-day ceiling while ordinances set the local operating window.65 A thin midweek calendar can therefore signal a weekday restriction in that ward or zone rather than an unregistered listing.
Still require a visible number. Jurisdiction explains the calendar shape; only the number proves the filing.
A ryokan license answer is valid, but ask which license applies
Airbnb provides a separate license-or-certification entry path with its own proof documents.10 A host answer of hotel or special-zone licensing is valid only with the matching document type, since those routes use permit or certification wording rather than an M number.
Ask for the route name plus the exact number in writing. A vague hotel-license claim without a number is not verification.
Counts run April to April, so late winter availability can go dark
Late fiscal-year thinning is expected under the April-to-March counting year, because hosts who filled their allocation cannot take new March stays until April 1 (as of 2026-09; confirm current figures with Airbnb and the Japan Tourism Agency).4
Delisted calendars return automatically on April 1, which is why February and March searches can show gaps that are cap-driven rather than demand-driven (as of 2026-09).4 Book peak spring dates early and keep a backup.
Keep the registration number and host messages saved offline
Saved proof matters because platform data is shared with the Japan Tourism Agency daily and cap disputes are resolved against filing records, not guest memory (as of 2026-09).34
The number, the listing address, and written answers about license type are the items an office or platform would check.71 An offline copy protects rebooking or refund requests when a listing changes or disappears.
