Student Visa (Ryugaku): Japan's Study Status of Residence

Overview
The 留学 (ryūgaku, "study in Japan") status covers receiving education at Japanese universities, junior colleges, graduate schools, technical colleges, high schools, middle schools, elementary schools, special-needs schools, senshu and kakushu schools, and equivalent institutions.1 It is a non-work status: study is the activity, and everything else (part-time work included) needs its own permission.23
The structural point shapes the whole process. A Japan-based institution sponsors the application; the student abroad cannot self-file.1 ISA examines the file inside Japan first, and only then does the embassy act.14
Eligibility and the institutional-sponsor rule
Eligibility has two halves: a qualifying activity and a qualifying sponsor. The activity must be education at one of the listed institution types.1 The sponsor must be the accepting institution itself, filing the COE application by proxy at the regional bureau covering its location.1
Language study qualifies only at government-noticed (告示日本語教育機関, kokuji nihongo kyōiku kikan) or accredited (認定日本語教育機関, nintei nihongo kyōiku kikan) language institutions.1 Study at an unaccredited school cannot anchor 留学, no matter how serious the program feels.
ISA sorts COE exhibits by institution band, including the 適正校 (tekiseikō, "suitable school") Class I and II vetting tiers.1 A well-documented school in good standing produces a lighter exhibit list; an unvetted one faces heavier scrutiny.
The exhibit list your school must file depends on its band (university, senshu or kakushu, kokuji or nintei language institution) and its tekiseiko standing. Confirm the band with the school before assembling documents.1
COE evidence and expense support
New entry follows the fixed five-step sequence. The sponsor files the COE application, ISA examines and issues the COE, the sponsor sends it abroad, the applicant seeks the visa at the embassy or consulate, and arrival completes with the landing examination.14
Expense evidence is the second pillar of the file. COE exhibits include the 経費支弁書 (keihi shibensho, "expense-support statement") and, where applicable, scholarship award certificates.1 Renewal exhibits shift to the stay-expense declaration (滞在費支弁に関する申告書).1
The expectation, as practitioner sources describe it, is a balance or sponsor letter covering tuition plus living costs for the coming period. ISA publishes the form, not a fixed yen threshold.
Two filing hygiene rules apply across every application. Certificates issued in Japan must have been issued within 3 months of filing.1 Foreign-language documents need Japanese translations attached.1

Periods of stay and renewal
The period of stay is individually designated up to 4 years 3 months.1 University practice sorts grants into bands from 3 months through 4 years 3 months, so a first grant often matches the program length rather than its maximum.15 Continuing students file the extension (在留期間更新許可申請) with passport, residence card, photo, and the exhibits for their institution band.1
What kills your renewal
Three patterns account for most student renewal failures, and ISA's published refusal examples turn on exactly these breaks.6
First, overwork past 28 hours per week on the comprehensive activity permit. The bureau treats the hour log as evidence of whether study is still the real activity.76 Second, attendance collapse. When class records show the student stopped showing up, the link between the holder and the claimed activity snaps, and no expense evidence repairs it.6 Third, unauthorized activities: work without the permit, adult-entertainment venues, or activity outside the status altogether. These cross from refusal territory into revocation exposure under Article 22-4 of the Immigration Control Act.82
Side work: the 28-hour cap and the activity permit
留学 holders may not work by default. Part-time work needs prior 資格外活動許可 (shikakugai katsudō kyoka, "permission to engage in activity other than that permitted").37 The comprehensive permit caps work at 28 hours per week, rising to 8 hours per day during the institution's defined long vacations.7 Work at adult-entertainment venues is barred even with the permit in hand.7
File the permit application together with the period extension rather than discovering the gap after starting work.3 New arrivals (government scholars excepted) may be granted the permit at the airport on landing issuance, on application with the dedicated form.3 University guidance uniformly warns that starting work before the grant is itself a violation.7
Post-graduation bridges
Graduation does not have to mean departure. Graduates who continue pre-graduation job hunting may change to the job-hunting 特定活動 (tokutei katsudō, "designated activities") status: a 6-month grant with one 6-month renewal, for a 1-year total window.9 The school's endorsement anchors the application, and the bridge is covered in full in its own article.
On signing an offer, the holder changes to the matching work status (Engineer, Humanities Specialist, International Services for most graduate hires) with the employer's sponsorship exhibits.9 Paid internships during study sit under the same permit logic: within 28 hours per week the comprehensive permit covers them, while over-28-hour internships need a separate individual permit (principally final-year university and graduate students).7

Enrolling without an accredited sponsor
Only listed institution types can anchor 留学. If the school cannot appear on the ISA band lists, no COE follows, and tuition paid is a civil dispute, not an immigration file.1
Airport grant of the activity permit for new arrivals
The landing airport can grant the activity permit on application at issuance. Ask for the dedicated form at the counter rather than assuming the bureau visit can wait until after the first paycheck.3
The affiliation notification after a school change
留学 holders report institution changes to ISA. A stale affiliation record combined with weak attendance reads as abandonment at the next extension.1
