From Student to Work: Japan's 6-Month Job-Hunting Bridge

The bridge is a job-search status, not a grace period. Every filing and renewal is examined against evidence of actual search activity, expense support, and school contact.123
Who qualifies: the four cohorts
ISA defines four eligible cohorts, and the applicant must sit in one.2
University graduates form cohort one: holders of 留学 who graduated from a School Education Act university (junior college and graduate school included; kosen graduates likewise) and continue pre-graduation job hunting.2 Bekka (non-degree), auditors, credited auditors, and research students are excluded.2 Senshu advanced-course (専攻科) graduates whose coursework relates to a work status form cohort two.2 Senshu specialized-course (専門課程) graduates holding the 専門士 (senmonshi, "specialist") title with work-status-relevant coursework form cohort three.2
Cohort four covers the language-school path by exception: overseas university or graduate-degree holders who graduated from qualifying language institutions, with attendance around 90 percent, expense ability, pre-graduation job hunting, regular post-graduation school meetings, and a school recommendation.1
Bekka students, auditors, and research students cannot enter through the university cohort. Arrange a different plan (further enrollment, a status change) before graduation day.2
The school endorsement
The change application turns on the graduating school's recommendation letter (推薦状, suisenjō) on the ISA form, plus the graduation certificate (or expected-graduation certificate for pre-graduation filing, with the graduation certificate following at grant).2 Applicants also evidence expense-support ability and ongoing job-hunting activity with suitable documents.2 Graduate students who could not search sufficiently during study should consult the regional bureau about their position.2
Timing the in-Japan change application
File the change before the 留学 period expires. The ISA pages carry the standing warning: activity outside the granted status invites revocation, and an expired period converts a routine filing into an overstay problem.245 Pre-graduation filing is explicitly allowed where the recommendation, expected-graduation certificate, and exhibits are ready.2
Work during the search: the 28-hour rule
Bridge holders may take the activity permit (資格外活動許可) for part-time work up to 28 hours per week (as of 2026-09; confirm current practice with the bureau).1 Job-hunting internships may qualify for the over-28-hour individual permit; participants in qualifying local-government programs join program-run internships without a separate permit.1
Part-time work funds the search; it must not swallow it. An hour log that crowds out interviews and school meetings weakens the renewal the holder will need at month six.
The offer-to-work-status conversion
On signing, the holder changes to the matching work status with the employer's sponsorship exhibits: Engineer, Humanities Specialist, International Services for most graduate hires, or the relevant specialist category for senshu-course graduates.1 A separate offer-holder (就職内定者) Designated Activity covers the post-signing wait before the work start date.6
Period arithmetic and what kills your renewal
The arithmetic is fixed: 6 months plus one 6-month renewal equals a 1-year window, and the renewal is the only one.1 Three failures kill it. A thin job-hunting record at renewal (no applications, no meetings, no school contact) reads as residence without purpose.2 Overwork past 28 hours or unpermitted work during the search breaks the activity definition.1 Letting 留学 lapse before filing the change breaks lawful stay itself.4
One renewal means the month-six file must already show momentum. Log applications, interviews, school meetings, and program participation from week one.2

Start the endorsement conversation a semester early
Recommendation issuance plus bureau examination must fit inside the remaining 留学 period. Schools run internal deadlines and interview steps before they sign; late requests compress both.2
Non-regular students are outside the scheme
Bekka, auditor, credited-auditor, and research-student histories do not enter through the university cohort. Confirm cohort membership with the school office before planning around the bridge.2
The offer-holder track after signing
Signing shifts the holder from job-seeker to waiting starter, and the status should shift too: the offer-holder Designated Activity bridges the gap to the work start date, followed by the work-status change.6
