Language School and the Student Visa: The Status Mechanics
The Japanese language school visa route is one branch of the 留学 status: an accredited school sponsors the COE, ISA examines the file, and attendance records decide every renewal after that.1 This article covers the status mechanics; the education pillar carries the deep version on choosing and attending a school.
Procedures, fees, and requirements can change. Confirm current details at the Immigration Services Agency procedure pages. Overview
Language study anchors 留学 only at government-noticed (告示日本語教育機関) or accredited (認定日本語教育機関) language institutions.1 ISA publishes a dedicated notice for prospective entrants to these schools, and the COE exhibit lists split language institutions into their own band.12
Scope discipline matters here. The school-experience angle (how to evaluate teaching quality, what progression looks like, how pipelines to higher education work) belongs to the education pillar's deep version. What follows is the immigration mechanics: accreditation, evidence, attendance, cost bands, and bridges.
For choosing a school, read the education pillar's deep version on the language-school process, its accreditation explainer, its school-evaluation guide, its university-bridge guide, and its part-time-work guide. This article stays on the visa mechanics those guides assume.
The accredited-school rule
Only kokuji-noticed or nintei-accredited institutions can sponsor the language-school COE; unaccredited schools cannot produce one at any price.1 The shorthand 告示校 (kokujikō, "noticed school") marks the legacy track, while the nintei track rests on the 2023 accreditation act (Reiwa 5 Law No. 41), with a transitional measure deeming listed kokuji schools compliant through March 31, 2029.13
ISA sorts COE exhibits into three bands (universities, senshu and kakushu schools outside language education, and kokuji or nintei language institutions), each with 適正校 (tekiseikō, "suitable school") Class I and II tiers.1 The school's band and standing set the weight of the file, so the first question to any school is which band it files under.
A school outside the kokuji and nintei lists cannot sponsor 留学. Confirm the school's listing on the ISA side before paying tuition or signing housing contracts.1
COE evidence for language-school applicants
The school files the COE by proxy; exhibits center on admission evidence, the expense-support statement (経費支弁書), and the school-band documents.1 Self-supporting applicants evidence funds through scholarship certificates or personal bank-balance certificates. Where someone else supports the stay, the file carries the supporter's tax and payment certificates with the support-route documents.1
Two hygiene rules govern every filing. Japan-issued certificates must have been issued within 3 months of filing.1 Foreign-language documents need Japanese translations attached.1
| Item | As of | Notes |
|---|---|---|
| COE application via the school | 2026-091 | School files by proxy at its regional bureau |
| Expense-support statement | 2026-091 | Sponsor letter or balance evidence, per ISA form |
| Embassy visa issuance | 2026-092 | Follows COE issuance; mission practice varies |

Attendance and the renewal trap
Extension requires continued study at the institution, and the language-school route lives or dies on the attendance record the school itself keeps.1 ISA's published refusal examples turn on broken study continuity, which for language students almost always means the attendance sheet.4
The attendance line has a second function. Overseas-degree holders graduating from qualifying language institutions with attendance around 90 percent may enter the post-graduation job-hunting bridge; falling below that line closes the bridge as well as the renewal.3
What kills your renewal
Attendance collapse is this route's distinctive killer: the record severs the link between the holder and the claimed study activity.4 Overwork past 28 hours per week on the activity permit5 is the second killer, read by examiners as evidence that work displaced study.6 Unauthorized activities (unpermitted work, adult-entertainment venues, non-study activity) are the third, crossing into revocation exposure under Article 22-4.78
The bureau reads the school's attendance figure first. Illness and emergencies need contemporaneous records, not retrospective explanations at the extension counter.4
Costs and realistic outcomes
Tuition bands of roughly 700,000 to 900,000 JPY per year plus Tokyo living costs are practitioner-reported market figures (as of 2026-09; confirm current figures with each school). School-reported progression typically lands graduates at N3 to N2 over 1.5 to 2 years of full-time study (as of 2026-09; figures vary by school and intake effort). Neither figure is an ISA finding; treat both as market expectations to verify against the specific school's published schedule.
The visa-as-cover trap follows from the cost structure. Schools that prioritize tuition revenue over teaching still leave the student holding the attendance consequences at renewal time.4 A cheap school with weak records is expensive at the extension counter.
Bridges: senmon-gakko and university
Language-school graduates proceed along three documented paths. Admission to a senshu school or university (often via the EJU track) continues 留学 under the new institution's sponsorship.1 Overseas university graduates from qualifying language institutions may enter the job-hunting Designated Activity bridge with the school's recommendation and regular post-graduation meetings.3 Each path needs its own filing; none is automatic on graduation day.
Good to know
Ask the school for its attendance and progression figures before paying
Renewal and bridges run on records the school keeps. A school that cannot show attendance aggregates and progression outcomes is asking for trust without evidence.13
April and October intakes drive COE timing
COE examination takes months, and language-school intakes cluster on fixed months. File backwards from the intake month rather than from the tuition deadline.1
The visa-as-cover trap
If teaching quality collapses but tuition keeps flowing, the student's renewal still fails on attendance and progression. Evaluate the school as an immigration sponsor first and a classroom second.4
