After Permanent Residency: Renewal, Revocation, Maintenance

Approval is not the end of immigration paperwork. The status is permanent but the card is not, the tax and insurance duties continue, long absences need permission, and a new revocation framework takes effect in 2027. This article is the maintenance manual for life after the grant.12

Overview

New permanent residents face three maintenance systems: the 7-year card cycle, the continuing public duties that can now cost the status itself, and the re-entry permissions that govern long trips. The grant itself follows the ISA permission procedure with its fee and processing standards.3 Each system runs on its own clock. Learn all three clocks now, because the penalties for ignoring them range from fines to loss of status.14

The 7-year card cycle

Permanent-resident status carries no period of stay, so there is nothing to renew in the status sense.15 The physical 在留カード (zairyu kado, "residence card") is a different object: valid 7 years for holders aged 16 and over, and renewable at the bureau or designated counter.14 How the card works day to day is covered in Residence Card: Japan's Foreign-Resident ID, and the renewal mechanics in Residence Card Renewal. Treat card renewal like a driver's license renewal, a same-day administrative errand with a hard expiry date.

Address duties run alongside the card. Report moves through the municipal and residence-card channels on time, since notification omissions that were mere defects before approval become conduct evidence afterward.1 The address mechanics are detailed in Address Change on the Residence Card. Failure to renew the card itself draws penalties, so calendar the expiry the week the new card arrives.

Calendar two dates on approval day

The card expiry 7 years out and nothing else. There is no status renewal to track, which is exactly why holders forget the card.

Duties that continue after approval

Taxes, pension contributions, health-insurance premiums, and ISA notifications continue unchanged after the grant.2 What changes is the consequence. A 2024 amendment to the Immigration Control Act, effective 2027-04-01 by cabinet order, adds willful nonpayment of taxes or social insurance as a ground for revoking permanent residence (as of 2026-09).2 The operative word is willful: ISA direction applies a two-part test that first asks whether something unavoidable such as illness or job loss prevented payment, and only then whether the holder knowingly avoided an obligation they could meet.2

The same framework adds specified serious intentional crimes as revocation grounds. The ISA's own materials name offenses such as theft, fraud, extortion, homicide, and dangerous driving causing death or injury, limited to intentional acts (as of 2026-09).2 Detailed operational guidelines were still being finalized through fall 2026, so treat the direction as settled and the fine print as pending.2

Post-approval arrears now threaten the status itself

Before 2027, nonpayment after approval was a debt problem. From 2027-04-01, willful nonpayment despite ability to pay is a status problem. Keep every payment current and documented.

Leaving and returning: the re-entry decision

Every departure from Japan needs a return path, and the correct one depends on trip length. The diagram below reduces the decision to one question.

Returns within 1 year use みなし再入国許可 (minashi sainyukoku kyoka, "special re-entry permission", literally "deemed re-entry permission"): no prior application, just the residence card plus a valid passport and the embarkation card marked for re-entry.6 Longer absences need 再入国許可 (sainyukoku kyoka, "re-entry permission"), applied for at the regional bureau before departure, valid up to 5 years.61 Departure beyond the permission window causes loss of status, the quietest way PR holders lose everything.14

Losing permanent residency

Four paths lead out of the status. Extended absence without a valid permission ends it by operation of the departure rules.14 Fraud discovered in the original application supports revocation at any time.4 Serious criminal conviction has always threatened residence and now sits inside the 2027 framework.2 And from 2027-04-01, willful nonpayment joins the list under the two-part unavoidability test (as of 2026-09).2

The typical revocation outcome deserves emphasis because it surprises holders: the Minister of Justice administratively changes the status to a non-permanent category, most often 定住者 (teijusha, "long-term resident"), rather than removing the person from Japan.2 Reapplication for permanent residency remains possible later once compliance is restored.2 Revocation is therefore a downgrade with a path back, not a deportation order, except where criminal law independently requires removal.

Surrender the card properly on permanent departure

A one-year trip needs no paperwork, a five-year one does

The boundary between special and regular re-entry is the most practical line in this article. Sabbaticals, caregiving stints, and overseas postings under a year need nothing in advance; anything longer needs the bureau visit before departure.6 Multi-year plans should also appoint a tax representative and confirm pension and insurance handling before leaving. Revocation usually means a status change, not removal

The ISA direction points to conversion to long-term resident status with later reapplication possible, not automatic deportation.2 That design rewards fast remediation: holders who restore compliance and document it preserve the most options.
