Renewal Cycle: 3 Years or 5 Years
Who gets 3 years
Drivers holding a license for less than 5 continuous years renew every 3 years.2 Drivers with a violation or accident history also renew every 3 years, as do drivers aged 71 and older at expiry.2
A driver who turns 71 on the birthday just before expiry is the edge case, with a 4 year validity.2 The postcard tells you which band you are in, so you do not need to compute this yourself.4
Who gets 5 years
Everyone else renews every 5 years, with expiry one month after the fifth birthday.2 In practice this means 5 plus years licensed with a clean record.

The 2 month renewal window
The window opens 1 month before the birthday immediately preceding expiry and closes 1 month after it, about 2 months in total.12 If expiry day lands on a weekend, holiday, or year end closure, the window runs to the next business day.12
An expired license needs a fresh application.1 Within 6 months of expiry the skills and written tests are waived, with narrower exemptions up to 1 to 3 years only for unavoidable reason such as overseas travel or illness.1
Where and How to Renew
Licensing center or designated police station
Renew at your prefectural license center or a designated police station that handles renewals.1 Your renewal postcard states your lecture category and the venues and hours open to it.4
Venue routing follows the lecture ladder. In Fukuoka, for example, every test center takes all categories with no reservation, while gold centers take excellent lecture holders by reservation and remote police stations take excellent and general holders by reservation; violation and first renewal holders use the test centers.4 Tokyo runs renewals through a web reservation site keyed to the postcard ID, and other prefectures run their own booking systems, so check your local police site before going.56
Gold centers and smaller police stations turn away lecture categories they do not handle. Read the venue lines on the postcard before booking, and arrive inside the time band printed for your category.4
What to bring
Bring your current license, the renewal postcard, and the fee.14 The application form and illness questionnaire are made at the venue machine.14
Foreign residents must present a residence card, special permanent resident certificate, or residence record copy showing residence status and period; without one of these at the counter the application cannot be filed, except that a My Number license holder may proceed on that card alone.1 Drivers 70 or older at expiry add the elderly lecture completion certificate, and drivers 75 or older need the preliminary test based elderly lecture.12
A simultaneous address or name change needs extra proof, such as a residence record copy without My Number, a My Number card, or official mail to the new address, depending on the change.4 Photo handling also varies: some prefectures photograph you on site and ask for no brought photo, while the national guidance still lists a 3.0 by 2.4 cm photo taken within 6 months at counters that require one.14
Steps on the day
The flow is the same everywhere in outline: make the form at the machine, pay the fee, take the aptitude test including the vision check, have the photo taken, attend the lecture, and receive the new license.4 Bring glasses if you need them, and set a PIN for the license IC chip at the venue.4

Sessions cover local traffic conditions, accident realities, recent law changes, and safe driving practice, with the general course adding a driving aptitude self diagnosis.5 The content is genuinely useful even when your Japanese is limited.
In person lectures run in Japanese by default, and prefectures instruct applicants who cannot communicate in Japanese to bring an interpreter.7 The national online lecture system instead offers video and test content in up to 21 languages including English, and Tokyo's online lecture video runs in 6 languages including English.5

The Gold License
What gold status is and how it is earned
Gold status goes to drivers holding a license for 5 plus continuous years with no accident and no violation across the prior 5 years.37 The validity band on the card shows gold, and the card reads excellent driver.3
The bar is strict at the margin. Exactly one minor violation of 3 points or fewer drops the driver to the general band, and wider history drops the driver to the violation band.7
Benefits of gold
The lecture shrinks to 30 minutes, the shortest session in the building, with the lowest lecture fee on the prefectural table.4 Venue choice widens too: gold holders can renew at gold centers and police stations closed to violation and first renewal holders.4
Then comes the insurance benefit. When the named driver's license is gold on the policy start date, one major insurer discounts the premium by up to 18% with driver limited to self or 15% otherwise, for contracts starting 2026-01-01 onward (as of 2026-01; confirm current rates with the insurer).3 A color change mid term does not alter the current contract either way; the new color applies from the next contract.3
Discount rates vary by insurer and contract terms, so the figure above is one published example rather than a market rate (as of 2026-01).3 Still, for a cost conscious driver the gold discount is real money every year.
How to keep it
Keep 5 continuous years with zero accidents and zero violations, where the 5 year lookback includes the renewal window itself.37 Any violation resets the clock, and the next renewal lands in a lower band.
A driver who drops out requalifies after 5 clean years, since the rule is simply the 5 year lookback applied again.37 Steady driving is the whole strategy.
