International Driving Permit (IDP) Limits
An international driving permit Japan drivers rely on is a narrow document with hard limits, not a multi-year driving pass.12 Get the convention version, the country path, or the timing wrong and the rental desk or a roadside check stops you cold.

Overview
Japan accepts only the paper IDP issued under the 1949 Geneva Convention, carried with the original home-country license.12 How long it works is governed by two clocks at once: the permit's own 1-year validity and a maximum of 1 year from entry into Japan.32
Which document you need depends on the country that issued your license. US, UK, Australian, and Canadian license holders use the Geneva IDP route, while German, French, and Belgian license holders use an official-translation path instead.42 Recent arrivals should treat the IDP as first-weeks cover while starting conversion to a Japanese license within months.25
Which IDPs Japan Accepts
Only permits from the right treaty, in the right format, from the right issuer count. Everything else fails, including permits that look official.
The Geneva-only rule and the Vienna pitfall
Japan recognizes only an IDP issued by a signatory to the 1949 Geneva Convention in conformity with that Convention's provisions.1 A permit issued under any other treaty, including the 1968 Vienna Convention, is invalid even if the issuing country also participates in the Geneva Convention.12
Check the booklet for the "Geneva Convention on International Road Traffic of 19 September 1949" basis before departure.2 US issuance runs through AAA, against a valid US or territorial license held by an applicant age 18 or older, with two passport-type photos and the fee.6 UK issuance for Japan is the 1949 type, collected in person with the full UK photocard license, a passport-size photo, and payment; it lasts 12 months.7
Issuance fees are set by each country's authorized body: AAA charges around USD 20 plus photos and postage, and UK outlets charge GBP 5.50 per IDP type (as of 2026-09-08; confirm current figures with the issuing body).67

The table reflects issuer pages current in September 2026 (as of 2026-09-08).67 A US IDP is valid 1 year from its effective date or license expiry, whichever comes first, and a lost, stolen, or expired IDP is replaced only by a new application.6
Translated-license-only countries
Holders of valid licenses issued by Belgium, Estonia, France, Germany, Monaco, Slovenia, Switzerland, or Taiwan drive a different way (as of 2021-09-21).4 They carry the original license together with its Japanese translation prepared by the issuing country's embassy (the Taiwan-Japan Relations Association for Taiwan) or JAF.4
JAF's English driving page names Switzerland, Germany, France, Belgium, Monaco, and Taiwan as this translation group (as of 2026-09-08).2 German, French, and Belgian drivers therefore use the translated-license-only path rather than an IDP for Japan.42 The translation path carries the same 1-year-from-entry ceiling as the IDP path, and the translation later serves as one of the conversion-application documents.2
How Long You Can Drive on an IDP
Two clocks run together, and residents face a third rule on re-entry. The shortest applicable limit is the one that binds.

The two clocks: permit validity and the 1-year-from-entry period
The IDP itself is valid for 1 year from its date of issue.38 Separately, the driver may drive with it in Japan for a maximum of 1 year from the date of entry; holders who leave and re-enter measure from the re-entry date, subject to the resident rule below.328
The usable period is the shorter of the two. An IDP or home license that expires earlier cannot be used to the end of the 1-year entry period.5 A replacement or newly issued permit does not by itself create a new legal driving period for a resident of Japan.58
JAF states the identical ceiling for the translation path. The effective driving period is 1 year from entry, and foreign licenses cease to be valid for driving after 1 year from entry even with a translation attached.2
The resident re-entry rule
A person recorded in Japan's 住民基本台帳 (jūmin kihon daichō, "Basic Resident Register") who leaves Japan and re-enters after less than 3 consecutive months overseas is not treated as newly landed.38 The original 1-year entry clock keeps running, and a new IDP obtained during the short stay does not authorize driving.38
Re-entry after 3 months or more abroad restarts eligibility on a valid IDP for 1 year from the new entry date.8 The rule derives from 道路交通法第107条の2 (dōro kōtsū-hō dai-107-jō no 2, "Road Traffic Act, Article 107-2"), and the police material applies the same condition to Refugee Travel Document holders.3 Officers may ask for the passport to confirm days since entry, and JAF advises residents with varying conditions to confirm with their area Driver's License Center.2
New-Arrival Strategy
Treat the IDP as a bridge, not a plan. Conversion paperwork takes longer than newcomers expect.
The chart shows the recommended sequencing for an extended stay: lawful first-weeks driving, early filing, and no gap in permission.25
Using the IDP in the first weeks
Carry the full set every time you drive: the original valid home-country license, the original paper IDP in Geneva 1949 format, the passport or other entry-date evidence, plus the vehicle and insurance documents.25 The IDP only translates the underlying entitlement, so it covers solely the vehicle classes already held at home.5
Rental counters inspect the set against the license issuing country. A Vienna-only IDP, a phone screenshot, or an IDP presented where a translation was required fails the check, and the desk can refuse the pickup on the spot (limitation: refusal practice itself is described by commercial secondary sources; the document requirement is police and JAF sourced).512
Starting conversion before the lapse
Drivers planning an extended stay are advised to switch to a Japanese license through 外国免許切替 (gaimen kirikae, "foreign-license conversion") before the IDP period ends.2 Conversion is filed at the area 運転免許試験場 (unten menkyo shikenjō, "prefectural Driver's License Center").2
Eligibility needs two things: a still-valid foreign license (expired licenses cannot transfer, and an IDP alone is insufficient) and proof of at least 3 months total stay in the issuing country after obtaining that license.2 The file includes the application form, a photo, a juminhyo copy (or passport if not on the Resident Register), identity documents such as the health insurance card, My Number card, or residence card, the foreign license with its 日本語による翻訳文 (nihongo ni yoru hon'yakubun, "official Japanese translation of a foreign license"), stay-history evidence such as stamped passports, and the processing fee.2
Translation, stay-history evidence, appointments, and any required tests take time, and prefectures vary in scheduling (limitation: exact lead times are prefecture-specific, so no fixed week count is stated here). Filing does not extend IDP permission, so an early file is the only gap-free route.25
A pending conversion application does not extend driving permission.5 Driving past the IDP period on the strength of a filed-but-unfinished application is unlicensed driving.
IDP Renewal Realities
There is no renewal counter in Japan for a foreign IDP. Plan around issuance, not extension.
A new IDP comes from the home country
IDPs are not renewable; a lost, stolen, or expired permit is replaced only by applying for and purchasing a new one.6 Issuance is country-locked: AAA issues only against a valid US or territorial license, so a US-licensed driver cannot pick up the pairing document from another country's issuer.6
The same lock applies elsewhere. The UK permit is collected in person in the UK, and it is not sold online or from inside Japan as a renewal.7 In general, a new IDP comes from the home-country authorized body before travel or during a qualifying stay abroad, and for registered residents that stay must satisfy the 3-month re-entry rule above to count.678
Good to know
Rental desks reject the wrong document on the spot
Arriving with a mismatched document for the issuing country ends the trip's driving plans at the counter. Staff check that the permit or translation matches the license's issuing country, and a Vienna-only IDP, a digital copy, or an IDP where a translation was required fails that check.5 Match the document to the issuing country before departure, and carry the originals, not screenshots.15
Check the convention date printed in the booklet
Any document called an international permit is not automatically the right one. Only the 1949 Geneva format is valid; Vienna-only permits are invalid even from Geneva-signatory countries, and private website documents are not permits at all.15 Open the booklet and confirm the 19 September 1949 wording while a fix is still possible at home.2
Minimum age and vehicle class still apply
A Category B IDP at age 17 does not authorize ordinary-vehicle driving. Japan requires age 18 or older for four-wheel vehicles, and the 1949 Geneva Convention sets the same minimum for such drivers.9 The IDP also covers only classes held on the home license, so a new entitlement cannot be created by traveling.5
Short trips abroad do not bank extra IDP time for residents
A 2-week trip is not an IDP reset for registered residents. Re-entry after less than 3 consecutive months overseas leaves the original entry clock running, and a freshly issued IDP from that trip does not authorize driving.38 Only a stay of 3 months or more restarts eligibility.8
Start conversion months before the 1-year mark
Waiting until the IDP nearly expires to begin gaimen kirikae risks a driving gap. Translation, proof-of-stay evidence, appointments, and any required tests take time, and filing does not extend permission.25 Both JAF and police guidance advise switching early for extended stays.2
