Hokkaido, Kyushu, and Regional-Resident Travel
Hokkaido Kyushu regional resident travel works best when you treat Sapporo, Fukuoka, and Naha as home bases with their own operator logic.123 Each hub pairs an island network with an inter-island link, and the resident discounts differ by operator rather than by a single national pass.

Overview
Regional-resident travel is the set of rail, bus, and air products people who live in Hokkaido, Kyushu, or Okinawa use for intra-regional and inter-island trips.123 It splits into three hub strategies plus the resident-only discount layer that sits beneath them.
The exclusion to state once: the Japan Rail Pass and its regional visitor variants are not resident products. JR Kyushu Rail Pass exchange requires Temporary Visitor status, and JR Hokkaido area passes are presented as foreign-visitor-only on the operator page.45 Everything else in this article is inside the resident scope.
Products and fares differ by operator and by municipality, so never generalize one company product nationwide.67 Every dated figure below carries its as-of date, and seasonal campaigns change without notice.
Hokkaido resident strategies
Live in Hokkaido and Sapporo is your rail hub, New Chitose is your air door, and the Shinkansen is a southern land link rather than an island network.189
Sapporo as the island rail hub
The 札幌駅 (Sapporo-eki, "Sapporo Station") anchors JR Hokkaido limited express and rapid services to Otaru, Asahikawa, and the south and east via Minami-Chitose.1 Plan radiating trips from Sapporo rather than between outer cities, because frequencies thin quickly outside the hub.
At Minami-Chitose, transfer on the same platform for Hakodate direction (Shiraoi, Noboribetsu, Toya) and Kushiro direction (Tomamu, Obihiro). Check the destination board before boarding, since paired trains share the platform.1
At Sapporo, not all Airport trains continue to Otaru. Teine-bound and Hoshimi-bound trains stop short, so confirm the destination display before you sit down.1
Beyond Otaru toward Yoichi, Kutchan, and Niseko, transfer at Otaru Station. IC cards such as Suica cannot be used beyond Otaru, so buy the paper ticket in advance at your departure station.1
Shared platforms at Minami-Chitose and short-turn trains at Sapporo make the wrong-train mistake easy.1 A ten-second board check saves a missed transfer.
New Chitose Airport for inter-island flights
The 新千歳空港 (Shin-Chitose Kūkō, "New Chitose Airport") is the Hokkaido air gateway for Tokyo-plus inter-island flights and onward connections.9 Domestic and international carriers publish schedules on the airport flights page, and frequencies change seasonally (as of 2026-09-08; confirm current figures with Hokkaido Airports).10
The JR link is the 快速エアポート (Kaisoku Eapōto, "Rapid Airport train") to Sapporo and Otaru. Daytime service runs six trains per hour between 09:00 and 16:00: 1 Special Rapid at 33 minutes fastest, 3 Rapid at 37 minutes fastest, and 2 Semi-Rapid at 43 minutes fastest, with some trains running through to Otaru in 73 minutes fastest (as of 2026-09-08).1
Non-reserved cars (1 to 3 and 5 to 6) accept IC tap entry with no reservation. Reserved seats sit in car 4 only and need a base fare plus a reserved-seat ticket, bookable as an E-ticket through JR East Train Reservation.1
Accepted IC cards span Suica, PASMO, TOICA, manaca, ICOCA, PiTaPa, SUGOCA, nimoca, Hayakaken, and Kitaca.1 Ticket machines at the airport take cash only at the basic machines, while the orange reserved-seat machines and counters take cash and credit cards.1
The luggage rule allows 250 cm total dimensions with 2 m maximum length, up to 2 items at 30 kg each.1 Use a delivery service when traveling heavy in winter.

Hokkaido Shinkansen land link to Tokyo
The 北海道新幹線 (Hokkaidō Shinkansen, "Hokkaido Shinkansen") opened in March 2016 through the Seikan Tunnel and currently terminates at Shin-Hakodate-Hokuto.11 Until the Sapporo extension opens, Tokyo to Sapporo by rail stays a Shinkansen plus limited-express relay rather than a single-seat ride.811
The relay connector is the Hakodate Liner between Shin-Hakodate-Hokuto and Hakodate in 15 to 22 minutes with 16 round trips per day (as of 2026-09-08; confirm current figures with JR Hokkaido).8
The 212 km Shin-Hakodate-Hokuto to Sapporo extension with 17 tunnels was first targeted for FY2030, then FY2035, and is now expected no earlier than the end of FY2038 per the MLIT expert panel (as of 2025-03-15).1112 Panel-cited causes include difficult tunnel geology at Oshima, Yotei, and Sasson, plus labor shortages and work-hour rules.1112
Do not plan a move or a multi-year commute around a Sapporo single-seat opening date. Treat the extension as construction in progress with further delay risk if geology or contractor availability worsens.1112
Kyushu resident strategies
Live in Kyushu and Hakata is your Shinkansen gate, Fukuoka Airport is your short-haul air gate, and Nishitetsu covers the Fukuoka metro and southern corridor JR misses at street level.2136
Kyushu Shinkansen as the island spine
The 九州新幹線 (Kyūshū Shinkansen, "Kyushu Shinkansen") connects Hakata in the north with Kagoshima-Chuo in the south.2 The southern half opened in 2004 and the northern half in 2011, both operated by JR Kyushu with through service to the Sanyo Shinkansen at Hakata.2
Three tiers run the spine. Mizuho is fastest with only Hakata, Kumamoto, and Kagoshima-Chuo stops and few daily round trips.2
Sakura is second fastest at about hourly frequency. Tsubame stops at all stations and mostly runs Hakata to Kumamoto.2
Mizuho provides through service to Osaka on the Sanyo corridor. Visitor-pass holders should note that Mizuho needs a Japan Rail Pass supplement but sits fully inside the Kyushu Rail Pass between Hakata and Kagoshima-Chuo, a visitor-only distinction residents should not rely on.2
The western branch is the Nishi Kyushu Shinkansen to Nagasaki, partially opened in 2022. There is no direct Hakata to Nagasaki single-seat ride yet, so board the Relay Kamome limited express to Takeo-Onsen and change across the platform to the Kamome Shinkansen (as of 2026-05-09).2
The Relay Kamome and Kamome Shinkansen are scheduled as a pair.2 Stay on the paired working rather than assuming any limited express connects to any Shinkansen.
Fukuoka as the domestic and short-haul international hub
Fukuoka Airport runs 20 international and 28 domestic non-stop route families with published schedules (as of 2026-09-08; confirm current figures with Fukuoka Airport).13 The subway connection to Hakata keeps the airport-to-city leg short, which matters for early flights.
Direct short-haul international destinations include Seoul (Incheon), Busan, Taipei, Kaohsiung, Hong Kong, Shanghai, and Manila among others (as of 2026-09-08).13 Carriers mix full-service airlines with LCCs, and frequencies change seasonally.
The LCC layer residents actually use includes Peach and Jetstar Japan on domestic trunks (Narita, Kansai, New Chitose), plus Tigerair Taiwan, HK Express, Greater Bay Airlines, Jeju Air, Air Busan, Tway, and Jin Air on Korea, Taiwan, and Hong Kong routes (as of 2026-09-08).13 Check the airline page before assuming a daily link, since LCC schedules thin outside peak months.
Domestic trunks from Fukuoka cover Tokyo (Haneda and Narita), Osaka (Itami and Kansai), Sapporo (New Chitose), and Naha with JAL, ANA, Skymark, StarFlyer, Peach, and Jetstar among the operators (as of 2026-09-08).13

Nishitetsu private rail and bus network
The 西鉄天神大牟田線 (Nishitetsu Tenjin Ōmuta-sen, "Nishitetsu Tenjin Omuta Line") is the private-rail spine south from Nishitetsu Fukuoka (Tenjin).6 It runs 74.8 km to Omuta via Futsukaichi, Kurume, and Yanagawa in about 63 minutes by express.6
Two branches extend it: the Dazaifu Line from Futsukaichi to Dazaifu, and the Amagi Line from Miyanojin to Amagi.6 The Kaizuka Line runs from Kaizuka in Higashi Ward to Shingu-machi and connects with the Hakozaki Line of the Fukuoka City Subway.6
Scale helps explain why residents notice it: 95.1 operating km on Tenjin Omuta plus 11.0 km on Kaizuka across 73 stations, with about 282,000 average daily passengers across both lines (as of 2025-03-31).6
Nishitetsu Bus completes the Fukuoka hub. The Airport International Terminal to Hakata Station bus takes about 18 minutes at 400 yen adult and 200 yen child, while Hakata Port International Terminal to Tenjin takes about 15 to 18 minutes at 260 yen adult (as of 2026-09-08; confirm current figures with Nishitetsu).14 Those buses accept cash, nimoca, Fukuoka 1 Day Pass, Tourist City Pass, City One-day Pass, and SUNQ Pass.14
Okinawa resident strategies
Live in Okinawa and the logic flips: no Shinkansen, all-air inter-island, Naha Airport as the hub, and Yui Rail plus buses on the main island.1537
Naha Airport as the inter-island hub
Naha Airport is the single hub for flights to Honshu, Kyushu, and the outer islands, since Okinawa has no Shinkansen and no prefecture-wide conventional rail.15 The airport sits close to central Naha, which keeps downtown transfers short by Yui Rail or taxi.15
Beyond the airport, ferries serve Kerama, Kume, Ie, and Yaeyama islands, while airport limousine buses cover resort zones.15 Rental cars dominate for northern Okinawa and remote beaches where bus frequencies thin out.15
Buses beyond Naha run slow with limited connections, and traffic in central Naha peaks on weekday mornings and evenings.15 Build buffer days for ferry and northern routes rather than stacking two far points in one day.
Yui Rail and the Okinawa bus network
The ゆいレール (Yui Rēru, "Yui Rail, Okinawa Urban Monorail") is the only urban rail line in the prefecture.3 This elevated monorail runs from Naha Airport to Tedako-Uranishi across 19 stations.3
Learn the stations that matter: Naha Airport for arrivals, Asahibashi for the Naha Bus Terminal, Kencho-mae, Miebashi, and Makishi for Kokusai Street, Omoromachi for the museum and malls, Shuri for the castle area, and Tedako-Uranishi for park and ride.3
Yui Rail accepts OKICA, Suica and other major IC cards, QR tickets from station machines, and contactless credit cards.7 City buses are stricter: OKICA works on Naha, Ryukyu, Okinawa, and Toyo buses, while Suica-class cards work on Yui Rail and selected express and shuttle routes but not on all city buses.7
City bus fares start from a 190 yen adult base on suburban lines, with a flat 280 yen adult inside Naha City on lines 19 and below (as of 2026-09-08; confirm current figures with Bus Map Okinawa).7 Exceptions apply: line 10 Shintoshin rides are 200 yen flat, and line 18 sections run 190, 260, or 280 yen.7 Municipal buses add flat 100 to 400 yen structures by city.7
On Sundays and holidays, up to three elementary-school children ride free per adult on non-express buses with cash, OKICA, credit card, or monthly pass, excluding express 111 and 117 (as of 2026-09-08).7 Boarding uses the numbered-ticket system: take the ticket at the rear door and match it to the front fare board.
Resident discounts and pass products
Each region runs resident-specific discounts the tourist JR-Pass-equivalent does not cover. Eligibility, windows, and proof requirements vary by operator and by municipality, so check the operating company page before assuming a product applies to you.547
Hokkaido resident rail and air discounts
JR Hokkaido operator pages list the Sapporo-Noboribetsu Area Pass (consecutive 4-day), Sapporo-Furano Area Pass (consecutive 4-day), Hokkaido Rail Pass (5, 7, and 10-day), and the East-South Hokkaido and Tohoku-South Hokkaido passes under a foreign-visitor-only heading.5 Residents cannot substitute these for daily travel.
The resident-usable Hokkaido rail layer is therefore the ordinary ticket, IC and Kitaca tap entry, E-ticket reserved seats, and the Eki-net Tokudane family rather than the visitor area passes.5 Confirm the current Tokudane lineup on Eki-net before planning around a year-round band, since limited-period sales are replacing parts of it (as of 2026-09-08).5
Kitaca is the JR Hokkaido IC card for tap entry and electronic cash.5 Air discounts follow the domestic pattern of ANA and JAL Time Sales plus LCC early-bird fares, covered in depth by sibling discount articles rather than repeated here.

JR Kyushu Rail Pass prices run All Kyushu 3-day 22,000 yen, 5-day 24,000 yen, and 7-day 26,000 yen adult; Northern Kyushu 3-day 15,000 yen and 5-day 17,000 yen; Southern Kyushu 3-day 12,000 yen (as of 2026-09-08; confirm current figures with JR Kyushu).4 These require Temporary Visitor passport proof, so they anchor the tourist comparison rather than the resident plan.4
The resident-usable JR Kyushu smartphone product is the Mobile Pass: 2 consecutive days from 3,500 yen adult covering the Fukuoka and Saga area local, rapid, and non-reserved limited express seats (as of 2026-09-08).4 It excludes Shinkansen and reserved limited express seats, so it suits Mojiko-area regional days rather than Hakata to Kagoshima runs.4
Nishitetsu bus and rail discount tickets accept the Fukuoka 1 Day Pass, Tourist City Pass, City One-day Pass, and SUNQ Pass on airport and port buses.14 SUNQ Pass additionally covers highway and local buses plus selected ferries across Kyushu and suits rural routes such as Kurokawa and Takachiho that rail passes miss.

Okinawa resident transit discounts
Yui Rail day products run 1-day 800 yen, 24-hour 1,000 yen, 48-hour 1,800 yen, weekday off-peak 1-day 600 yen, and bus-Mono (Yui Rail plus Naha bus city area) 1,500 yen (as of 2026-09-08; confirm current figures with Bus Map Okinawa).7 The contactless daily cap of 800 yen ended 2026-08-31.7
Resident-weighted products include the Ganju 1-day 300 yen for Naha or Urasoe residents aged 70-plus on weekends and holidays, Kariyushi Pass 65 for Naha City unlimited rides at 6,500 yen per month for riders 65-plus, the broader Kariyushi Pass for 55-plus at 15,000 yen for 3 months and 20,000 yen for 6 months, plus Nanjo, Kumejima, Taketomi, and Ishigaki senior programs gated by residence or tax status (as of 2026-09-08).7 Buy or validate these at stations, bus counters, or city hall as listed per product.7
Visitor-oriented Okinawa Route Bus passes (1-day 3,500 yen and 3-day 6,400 yen, or bus-only 1-day 2,900 yen and 3-day 5,800 yen) are explicitly not available to Okinawa residents.7 Do not present them as resident options.
Yui Rail commuter passes run 1, 3, and 6-month terms by fare zone, with the 390 yen zone at 13,770, 39,250, and 74,360 yen adult commuter as the top-zone example (as of 2026-09-08).7 Student terms run lower, and disability-certificate holders receive 50 percent off.7

Hokkaido winter schedules break tight connections
Winter disruption hits Rapid Airport to limited-express transfers hardest, and Sapporo Station bus-terminal works have scattered stops across temporary locations. Build buffer around the airport-to-Sapporo-to-outer-city chain and check the JR Hokkaido disruption page the evening before, not the morning of.1
Kyushu relay transfers need platform timing at Takeo-Onsen
The Hakata to Nagasaki journey is a paired Relay Kamome plus Kamome working with a cross-platform change at Takeo-Onsen. A missed relay means waiting for the next pair, so avoid tight onward bookings on Nagasaki days.2
Okinawa buses need exact change or the right IC card
City buses outside the Yui Rail corridor may not accept Suica-class cards, and rural routes may need cash or OKICA only. Carry coins, take the numbered ticket on entry, and match it to the front fare board rather than asking the driver to break large bills at the door.7
Resident-only passes need local proof and have windows
Ganju, Kariyushi, Nanjo, Kumejima, Taketomi, and Ishigaki senior products gate by city of residence, age, or tax status at stations, bus counters, or city hall.7 The visitor Okinawa Route Bus pass explicitly excludes Okinawa residents, and seasonal JR campaigns open and close without notice, so confirm eligibility on the operator page before budgeting around a pass.7
