Credit History in Japan: CIC, JICC, and KSC Explained

Credit history in Japan is not a single portable score but a set of records held by three credit bureaus: CIC, JICC, and the Japanese Bankers Association's Personal Credit Information Center (PCIC, referred to here by the common English shorthand KSC).1 Card issuers, phone carriers, and lenders read those records when you apply, and history built abroad is not on file, so most new residents start with an empty record.23

Confirm current details with official sources

Procedures, fees, and requirements can change. Confirm current details at the CIC, JICC, and Japanese Bankers Association Personal Credit Information Center disclosure pages. This article is general information, not legal advice; for a disputed record, existing delinquency, debt restructuring, or bankruptcy history, consult a licensed lawyer (弁護士, bengoshi) or judicial scrivener (司法書士, shihō shoshi) experienced in consumer debt.

Overview

A 個人信用情報機関 (kojin shin'yō jōhō kikan, "personal credit information bureau") collects the contract and payment information its member companies register and provides it back to members when they screen an application.45 The bureaus themselves do not screen anyone: CIC states it does no screening and cannot give rejection reasons, and the Personal Credit Information Center likewise states it does no screening.467

Several kinds of company read these files. Credit card, shopping credit, and consumer finance companies belong to CIC.8 Banks, government-affiliated lenders, credit guarantee associations, and bank-recommended card and guarantee companies belong to the Personal Credit Information Center.5

Phone carriers selling handsets on installment also report: SoftBank, for example, registers installment contracts with CIC and JICC.9

The bureaus record the same data fields for every resident, whatever their nationality. A 在留カード (zairyū kādo, "residence card") appears on a CIC file as one of the ID types a member can record, and it is accepted ID for mail disclosure at all three bureaus.10111213 No bureau field guide reviewed lists nationality or residence status as a recorded field.1415

Where personal attributes enter the picture, it is in the card company's or lender's own screening, not in the bureau record.16

No single national credit score

Japan has no FICO-style number that follows you from lender to lender. The disclosure reports from CIC and JICC are built around contracts, balances, payment status, and application records, not a headline score.1415

CIC does now offer one optional index. クレジット・ガイダンス (kurejitto gaidansu, "Credit Guidance") is a three-digit figure from 200 to 800 calculated from the credit information CIC holds, shown with up to four reasons that most influenced it (as of October 2026; confirm current figures with CIC).178

The index leaves out attributes such as age, sex, employer, and place of residence, and is based on objective transaction facts like payment status and balances.8 CIC made it available to consumers from 2024-11-28 and announced provision to member credit companies that apply for it from 2025-04-01.8

Requesting it costs nothing extra: you tick the Credit Guidance box when you request a CIC disclosure (as of October 2026).17 Members may use it only for credit screening, and CIC describes it as one piece of reference information within each member's overall screening.178

You can ask CIC to stop providing your index and reasons to members under the Act on the Protection of Personal Information; this does not stop the underlying credit information from being provided.8 Credit Guidance is a CIC service only. JICC's report guide and the Personal Credit Information Center's overview show no equivalent index.155

Your overseas credit history does not transfer

Each bureau holds only contracts registered by its own member companies. CIC states that contracts with non-members are not on file, and JICC likewise does not hold borrowing from companies outside its membership.23 A credit record built in another country is therefore invisible to a Japanese bureau.

Card companies call a person with no recorded borrowing or credit history スーパーホワイト (sūpā howaito, "super white").18 One card issuer explains that such an applicant's creditworthiness is hard to judge, while noting that this is not necessarily disqualifying.18

The same issuer names credit card use and mobile phone installment payments as ways to start building a record.18 Both routes are covered in later sections.

The three credit bureaus

Japan has three major credit bureaus, each with its own membership and its own records.1 Their scale differs, as the Japanese Bankers Association's appendix shows (figures as of 2024-03-31; confirm current figures with the Japanese Bankers Association).19

CIC: credit cards, installment sales, and phone handsets

株式会社シー・アイ・シー (CIC, English name Credit Information Center Corp.) is the bureau most relevant to credit cards and installment purchases.2019 It is a designated credit bureau under both the 割賦販売法 (Kappu Hanbai Hō, "Installment Sales Act") and the 貸金業法 (Kashikin Gyō Hō, "Money Lending Business Act").208

Its members are businesses handling consumer credit, such as credit card companies, shopping credit companies, and consumer finance companies.8 SoftBank, as a carrier, reports handset installment contracts to CIC.9

The Installment Sales Act obliges credit companies to check designated-bureau information on a consumer's credit debts and payment status, as one reference in judging overall ability to pay.14 The Money Lending Business Act adds the 総量規制 (sōryō kisei, "total-volume rule"): lenders cannot extend new loans once total borrowing exceeds one-third of annual income, so they must check total borrowing through a designated bureau before lending.14

A CIC report is divided into credit information (contracts and payment status), application information, an access log, reference information you have self-declared, and Credit Guidance information.2114

JICC: consumer finance and lending

株式会社日本信用情報機構 (JICC, English name Japan Credit Information Reference Center Corp.) is the bureau most associated with consumer finance and cash lending.15119 It was designated under the Money Lending Business Act on 2010-03-11, and money lenders must use designated-bureau data to check a borrower's total borrowing.22

Its members include money lenders. SoftBank lists JICC as one of the bureaus it reports handset installments to, and one bank's mortgage consent form (headed 2011-04-01) lists JICC as a member bureau.923

A JICC report separates records into registration files: "File D" mainly for borrowing from money lenders, and "File M" mainly for credit and financial-institution contracts. It also shows whether each registering company is a CIC member as well.15

KSC: banks, bank card loans, and mortgages

全国銀行個人信用情報センター (Zenkoku Ginkō Kojin Shin'yō Jōhō Sentā) is set up and run by the Japanese Bankers Association (一般社団法人全国銀行協会).5 Its English name on the association's pages is "Personal Credit Information Center", and CIC's English guide calls it "JBA (PCIC)".2410 "KSC" is a common English shorthand but does not appear on the bureau's own pages; this article uses KSC and PCIC interchangeably.

Members are banks and equivalent institutions, government-affiliated financial institutions, credit guarantee associations, and credit card and guarantee companies admitted on a bank's recommendation.5 This makes it the bureau most directly tied to bank loans, bank card loans, and mortgages.

PCIC also holds 官報 (kanpō, "Official Gazette") information on bankruptcy and civil rehabilitation.5 CIC confirms it does not register gazette bankruptcy information, and JICC's list of registered categories does not include gazette data.2526 PCIC stopped registering dishonored-bill information from 2022-11-04.27

CIC and JICC describe themselves as designated credit bureaus under the statutes above, while PCIC's own pages do not describe it that way.20225

How the bureaus share information (CRIN and FINE)

The bureaus exchange some, but not all, of their data through three networks. The diagram below shows which bureaus take part in each, based on the bureaus' own descriptions.282924

CRIN links all three bureaus and has run since March 1987.241 It exchanges delinquency (延滞等) information and self-declared comments about lost or stolen ID, and it is run on a voluntary basis.28 CIC lists the data involved as identity data, contract date, type, and amount, delinquency dates and status, and self-declared comments.29

FINE links only CIC and JICC. It exchanges balance information and loan application facts and is required under the Money Lending Business Act's designated-bureau system.2829

IDEA links all three bureaus and has been in service since May 2022 for total-debt checks in card-loan screening. PCIC contributes unsecured card-loan and cash-advance data, while CIC and JICC contribute lending information including delays.282429

None of the bureaus describes this exchange as instant, and full monthly payment grids are not among the data CRIN exchanges.2928 A late mark on one bureau's payment grid is not automatically visible in the same form at the other two.

What a credit report contains

Each bureau lays out its report differently. The sections below use CIC's and JICC's own field guides; PCIC's report layout is not covered here.141015

Contract and balance information

A CIC report lists, for each contract, the company that registered it (登録元会社) and the retention deadline (保有期限), which runs during the contract and up to 5 years from termination (as of October 2026; confirm current figures with CIC).14 If the balance is ¥0 and a closing-status comment is registered, the deadline is 5 years from the report date instead.14

Identity fields show your name (katakana on the upper row; kanji, or the alphabet if no kanji was registered, on the lower row), date of birth, sex, phone number, address, employer, and the ID used, such as a driver's license, passport, or residence card.1410

The contract fields then cover:

  • Contract role (契約の種類): your own contract (本人) or a guarantee (保証人).14
  • Contract type (契約の内容): card and other credit-limit contracts, installment purchases of goods (個品割賦), leases, guarantee contracts, unsecured and guaranteed loans, mortgages (住宅ローン), and transferred debts.1410
  • Terms: contract date, scheduled end date, number of payments (where "リボ" marks a revolving feature), contract amount, and credit limit, including any cash-advance limit (内キャッシング枠).14
  • Billing: report date, amount billed, amount paid, and remaining balance, including any cash-advance balance.14
  • Statutory fields: under the Installment Sales Act, the installment balance, annual billing, and whether a payment delay occurred, with start and clearance dates; under the Money Lending Business Act, balance, loan dates and amounts, latest and next payment dates, delay status, and closing status.14

JICC's report opens with a cover page listing your kana, kanji, and alphabet names, date of birth, phone numbers, postcode, and ID numbers (driver's license, passport, residence card).15 Each contract then shows the registering company, registration file, contract status (active, active with a ¥0 balance, ended, or transferred, with an "under investigation" flag), contract date, transaction type, balance, negative reference information, CIC membership, and payment and completion dates.15

Payment-status history

The 入金状況 (nyūkin jōkyō, "payment status") grid on a CIC report shows 24 months, with the most recent month on the left (as of October 2026).35 Each cell carries one mark, defined by CIC as follows (as of October 2026).3510

MarkMeaning (CIC)
$Paid as billed, or more than billed
PPart of the billed amount paid
RPayment received from someone other than the customer
ANot paid on the agreed date because of the customer's circumstances
BNot paid, for reasons unrelated to the customer's circumstances
CNot paid, cause unknown
-No billing and no payment (for example, the card was not used)
Blank (空欄)No update received from the credit company (for example, the card was not used)

Card companies generally update CIC once a month, depending on their billing cycle, while loans and cash advances are updated by the day after a new contract or change (as of October 2026).36 JICC's report does not use a symbol grid; it shows payment dates, scheduled payment dates, and negative reference entries instead.15

Application inquiry records

When a member checks your file for a new credit or loan application, CIC registers an 申込情報 (mōshikomi jōhō, "application information") record and keeps it for 6 months from the inquiry date (as of October 2026).213014 JICC keeps application information within 6 months of the inquiry date (as of October 2026).26

PCIC keeps inquiry records for up to 1 year for your own disclosure, but provides them to members for up to 6 months (as of October 2026).5 FINE also passes loan application facts between CIC and JICC.29

CIC's report also has a 利用記録 (riyō kiroku, "access log"), retained 6 months (as of October 2026).10 It is shown to you but not to member companies, so it plays no part in screening.10

A cluster of recent applications is visible to the next company that checks your file. No bureau publishes a numeric threshold for "too many" applications, and each company applies its own criteria.4

The 異動 (idō) flag: what people mean by "blacklist"

"Blacklist" does not describe how the bureaus work. CIC states it keeps no list by that name; late payments are recorded as objective transaction facts.37 What people usually mean is a 異動 (idō, "serious negative status") record.

At CIC, 異動 is registered for any of three events: a payment delay of 61 days or more, or 3 months or more, from the due date; a guarantor paying because the customer could not; or a court decision to start bankruptcy proceedings (as of October 2026).14 CIC's English guide calls these "Delinquent during the contract (Long-term delayed payments), Execution of debt guarantee, Decision to declare bankruptcy proceedings."10

After a 異動 entry, the CIC report shows how the contract developed, such as updates stopped or changed payment terms, and how it ended: paid off (完了), paid by someone else, written off (貸倒), transferred (移管終了), or discharged (法定免責).1410

JICC's definition depends on the file. In File D (mainly money-lender borrowing), a 延滞 (entai, "delinquency") entry means no payment at all for 3 months or more from the scheduled date (as of October 2026).15 In File M (credit and financial-institution contracts), a delay entry means 61 days or more, or 3 months or more, from the agreed date, the same threshold as CIC (as of October 2026).15

Other JICC negative entries include delinquency cleared, legal collection steps, debt restructuring, bankruptcy petition, guarantor payment, and forced card cancellation.15 The 61-day-or-3-month rule applies at CIC and in JICC's File M; the 3-month rule applies in JICC's File D. PCIC records delinquency, guarantor subrogation, and forced-collection facts, but its pages reviewed give no day or month threshold.5

Why new residents get rejected

A rejection usually has two possible sources: what the bureau file shows, and what the card company or lender decides from your application. Keeping these apart is the first step in working out what to change.

The thin-file ("super white") problem

An empty bureau file gives a company little to evaluate. A card issuer describes a super-white applicant's creditworthiness as hard to judge, which is a different problem from having a bad record.18

The bureau cannot tell you why you were turned down. CIC states that each credit company applies its own criteria, and suggests using its disclosure service to review what the file actually holds.46

Issuer-side factors that are not in your credit report

One card issuer explains that screening mainly checks two things: the applicant's personal attributes (本人属性) and their credit information.16 The issuer may also call the stated employer to confirm employment.16

The diagram below shows how the two layers meet. Bureau field guides list no nationality or residence-status field, and CIC's Credit Guidance index deliberately excludes attributes such as age, employer, and place of residence.14158

Residence documents matter at the issuer level. One card issuer states that foreign residents need a residence card or special permanent resident certificate to apply, and describes the residence card as available to people staying 3 months or longer.16

Specific issuer criteria, such as a minimum remaining period of stay, are not published in the sources reviewed for this article. Treat them as each issuer's discretion; Credit Card Rejection: Why It Happens and What Works covers issuer-by-issuer patterns.

How smartphone installment plans create a credit record

Buying a handset on installment is a credit contract, not just a phone bill. SoftBank registers its handset 割賦販売契約 (kappu hanbai keiyaku, "installment sales contract") and related advance-payment contracts with CIC and JICC, including balances, payment dates, and delinquency facts, kept during the contract and within 5 years after it ends (as of October 2026; confirm current figures with your carrier and CIC).9

docomo likewise states that paying for a handset in installments under an installment sales or individual credit purchase contract requires screening.38 CIC's label for this kind of contract is 個品割賦 (kohin kappu, "installment purchase of goods").1410

That cuts both ways. On-time handset payments are one of the routes a card issuer names for building history, while a missed one lands on the same record a card company will check.18

Handset installments vs the monthly service charge

The handset installment and the monthly service charge are different obligations. No carrier or bureau source reviewed for this article states that monthly service charges are reported to CIC, JICC, or PCIC; SoftBank's disclosure covers installment and advance-payment contracts only.9

Unpaid service charges go through a separate mechanism. A 2017 communications ministry document on the telecom personal-information guideline describes how carriers may exchange non-payer information (name, address, unpaid amount, phone number) among themselves to stop someone who left one carrier unpaid from signing with another.39

Residual-value and return programs are still installment credit. docomo's いつでもカエドキプログラム (Itsudemo Kaedoki Program, as of October 2026) uses a residual-value 24-payment plan defined as installment payment under an installment sales or individual credit purchase contract.38

What one missed payment actually does

At CIC, a payment not made on the agreed date because of your circumstances shows as "A" in that month's cell, and the month stays visible while it is within the 24-month grid (as of October 2026).35 A single late month is an "A" mark, not a 異動 record.

The diagram below traces how a CIC handset or card contract moves from on-time payment to a 異動 record. The 異動 step requires a delay of 61 days or more, or 3 months or more, and the record then stays until 5 years after the contract ends (as of October 2026).1430

On installment contracts, CIC also records whether a delay occurred on principal or fees, with the dates it started and cleared.14 The bureau sources reviewed describe no grace period for a failed automatic bank debit; what CIC defines is the "A" mark itself, a payment not made on the agreed date because of the customer's circumstances.35

An empty bank account can trigger the late mark

If your handset or card payment is set to automatic debit and the account is short on the debit date, the payment is not made on the agreed date, which is what CIC's "A" mark records.35 Keep enough in the account before each debit date.

How to request your own credit reports

Requesting your own file is called 信用情報開示 (shin'yō jōhō kaiji, "credit information disclosure"). Every bureau offers an online channel that requires a マイナンバーカード (mai nanbā kādo, "My Number Card") with a valid electronic certificate, and a slower, more expensive mail channel for everyone else.313240

The mail routes rely on two documents most residents can get at a ward office: a 住民票 (jūminhyō, "certificate of residence") and a 印鑑登録証明書 (inkan tōroku shōmeisho, "certificate of a registered personal seal").

The fee table below covers all three bureaus (as of October 2026, or the effective date shown for revised fees; confirm current figures with each bureau's disclosure page).3141341142321233401343

CIC disclosure

Online disclosure costs ¥500 and can be paid by PayPay, 楽天ペイ (Rakuten Pay), credit or debit card, or carrier billing (as of October 2026).31 It runs 8:00–21:45 every day including the year-end period, the report downloads as a PDF right after payment, and you can re-download free within 96 hours (as of October 2026).31

You need a My Number Card with a valid signature certificate, and the phone number you use to get the reception number must match one registered with CIC (as of October 2026).31 CIC suspended internet disclosure from 2025-04-26 after a third-party disclosure incident and resumed it on 2025-10-09 with My Number Card verification through the マイナPocket app.4142

Start the CIC download within five minutes

Once the download button appears, CIC requires you to start the download within 5 minutes (as of October 2026).31 Have storage space and a stable connection ready before you pay.

Mail disclosure costs ¥1,500, or ¥1,750 for express, plus the ticket or postal money-order issuance fee, and the report is delivered only by 本人限定受取郵便 (honnin gentei uketori yūbin, "restricted-delivery mail") handed only to you (as of 2026-02-21).3411 With a convenience-store ticket, the fee comes to ¥1,650, or ¥1,925 for express, issuance fee included (as of October 2026).11

Expect about 1 week to 10 days, and CIC currently notes that mail processing is taking longer than usual (as of October 2026).11

For mail, send two ID documents, one of which must be an original 住民票 (without your registered domicile or My Number shown) or 印鑑登録証明書 issued within 3 months (as of 2025-05-15).42 CIC's in-person counter disclosure ended on 2023-02-28.44

JICC disclosure

The JICC app costs ¥700 and accepts credit card or carrier billing, though carrier billing is not available on iPhone (as of October 2026).32 Identity is checked by reading your My Number Card's IC chip, results come in about 1–3 business days, and you must download them within 30 days of the notification email (as of October 2026).32

JICC lists iOS 18 or later and Android 16 or later as app requirements (as of October 2026).32 Since 2025-11-20, the app accepts only My Number Card reading (the photo-of-ID option was dropped), delivers results inside the app only, and charges ¥700 instead of the previous ¥1,000.45

Mail disclosure costs ¥2,177, including restricted-delivery postage and the convenience-store ticket fee, or ¥2,511 for express, and takes 7–10 days after your documents arrive (as of October 2026).12 JICC's notice of 2026-10-08 says a surge of app and mail applications means reports are taking longer than usual to send (as of October 2026).46

Send an original 住民票, 印鑑登録証明書, or 戸籍の附票 (koseki no fuhyō, "family-register address record") together with a copy of a second ID such as a driver's license, passport, residence card, or My Number Card (as of October 2026).12

Original documents sent to JICC are not returned

JICC does not return the original 住民票 or other original document you enclose, even on request (as of 2025-12-24).47 Order a separate copy if you need one for another procedure.

JICC's disclosure pages describe only the app and mail channels; no counter service is listed.3212

KSC disclosure

PCIC's internet disclosure costs ¥800, down from ¥1,000 (as of 2026-04-01).33 Payment is by credit or debit card, PayPay, or carrier billing (which needs a mobile network connection, not Wi-Fi), lump sum only, and identity is checked with a My Number Card through the TRUSTDOCK app on an NFC-capable device (as of 2026-04-01).407

PCIC deletes your online report after 10 days

PCIC uploads the report as a PDF and deletes it 10 days after upload (as of October 2026).40 Save a copy as soon as the notice arrives.

Mail disclosure costs ¥2,403 (¥2,060 disclosure fee plus ¥343 issuance fee), paid with a ticket bought from the in-store terminal at a Seven-Eleven, FamilyMart, Lawson, or Ministop, with no refunds (as of 2026-04-01).1333 Since 2025-12-01, you send two ID documents, at least one an original issued within 3 months, and the report comes back by restricted-delivery mail that cannot be forwarded; a residence card or special permanent resident certificate is accepted (as of 2025-12-01).43

PCIC publishes no business-day turnaround at present. Its current notice says applications have risen sharply and both identity verification and post-payment processing are taking considerably longer than normal (as of October 2026).740

There is no counter, and member banks do not accept disclosure applications.7

Reading your report in English

CIC does not issue an English-language report, but it does publish English PDF guides explaining how to read its Japanese report.484910 No English report or guide was found for JICC or PCIC; JICC's field guides are in Japanese.15

The table below pairs the labels you are most likely to need with CIC's English wording, plus the related legal and procedural terms used in this article.

Records only appear if the bureau can match them to you. CIC discloses records where your katakana name, date of birth, and phone number all match, and names a mismatch as a reason records do not appear.2 JICC searches using the details on your application form, so a different former address or phone number can keep a record from showing.3

PCIC's online application must match the details on your My Number Card certificate.7

How long negative records last

Retention depends on the bureau, the type of record, and, at JICC, the date the contract was signed. The schedule below summarizes each bureau's published rules (as of October 2026; confirm current figures with each bureau).3021102615527

Delinquency and 異動 records

At CIC, credit information including 異動 stays during the contract and for 5 years after the contract ends, then is deleted automatically (as of October 2026).30 The clock runs from contract end, not from the missed payment, so a contract that stays open and unpaid stays on file.3026

JICC uses "within 5 years" because a record can disappear early if the registering company leaves JICC; normally it lasts 5 years after the contract ends.50 For JICC contracts signed before 2019-10-01, several clocks start from repayment or from the date of the event instead.2615

There is no single "5 years at every bureau" rule. Start points and record categories differ by bureau and, at JICC, by contract date, so check each report you hold against the schedule above.

Bankruptcy and official-gazette information

PCIC shortened its retention of official-gazette information from 10 years to 7 years effective 2022-11-04, and now keeps it for up to 7 years from the decision date (as of October 2026).275

CIC does not register gazette bankruptcy information. Once a discharge becomes final, credit companies register the contract end based on it, and that record stays 5 years from contract end (as of October 2026).25 JICC registers a bankruptcy petition (破産申立) as one of its negative reference entries.15

Correcting errors

Bureaus correct errors, not accurate records. CIC states that factual records cannot be corrected or deleted on request; if a record looks wrong, contact the company that registered it, which investigates and corrects it if it is wrong.51

JICC also sends you to the registering company first. If that does not resolve it and you have clear evidence of an error, you can ask JICC to investigate within 2 months of your disclosure, through its support line on 0570-055-955, weekdays 10:00–16:00 (as of October 2026).52 Records under investigation are marked 調査中 ("under investigation").15

At PCIC, complaints that information is not factual are accepted by the registering member or by the center, and a code showing the investigation is held while it lasts.53 The general path looks like this; CIC's guidance stops at the registering company, while JICC and PCIC describe a bureau-level step.515253

Separately, you can register a 本人申告 (honnin shinkoku, "self-declaration") comment, such as lost ID, possible identity theft, a same-name-and-birthday mix-up, voluntary restraint from borrowing, or a pending dispute.1014 At CIC it is kept 5 years from registration (as of October 2026).10

Building a credit history deliberately

A file builds only from contracts with bureau members, paid on time. The sections below set out the routes the sources support; none of them guarantees approval by a given date.

First 6 to 12 months

Treat the first 6 to 12 months as a planning window, not a rule: no bureau publishes how long a file must be before a company will approve you. What the sources support is the route: a card issuer names credit card use and mobile phone installment payments as ways to build history.18

Each month you pay as billed shows as "$" on the CIC grid (as of October 2026; confirm current figures with CIC).35 For starter-card options, see First Credit Cards in Japan for Foreign Residents; Debit Cards in Japan for Foreign Residents covers the cards you can use while the file is still thin.

Utility bills do not build bureau history on their own. CIC states that bills paid by direct bank debit are not credit contracts and are not registered; utilities charged to a credit card become part of that card's record.54

Charge utilities to a card to add on-time months

Paying utility bills by credit card puts those payments inside a contract CIC records, while direct bank debit does not.54 Pay each card bill as billed so the month shows "$" on the grid.35

Before a mortgage application

Banks check their member bureaus and partner bureaus. One bank's mortgage consent form (headed 2011-04-01), for example, names PCIC and JICC as member bureaus and CIC as a partner bureau, with records used to judge repayment ability; other lenders' arrangements may differ.23 Mortgages for Foreign Residents covers lender and residence-status criteria.

Pull all three reports well before applying, so you have time to raise errors. Current turnaround is a constraint: PCIC reports processing considerably longer than normal, JICC mail takes 7–10 days after arrival and JICC currently reports delays, and CIC mail takes about 1 week to 10 days (as of October 2026).40124611

Revolving features show on CIC reports in the number-of-payments field, and cash-advance limits and balances appear separately.1410 Under the Money Lending Business Act's total-volume rule, money lenders cannot extend new borrowing beyond one-third of annual income, which is why lenders look at total balances including cash advances.14

Habits that quietly damage a file

Several routine habits leave visible traces:

  • Revolving and cash-advance balances are recorded and visible to members.14
  • Each new application leaves an inquiry record at CIC and JICC for 6 months (as of October 2026).3026
  • A card left with an unpaid balance can end as a write-off (貸倒) or a transferred debt (移管終了) at CIC.10
  • Forced card cancellation for inability to pay is recorded at JICC, as カード強制解約 in File D or 強制解約 in File M.15

Good to know

Leaving Japan with an unpaid balance follows you back

Retention runs from contract end, not from your departure date (as of October 2026; confirm current figures with each bureau). An unpaid card or handset contract stays open with its delinquency recorded, so it is still on file if you return on a new visa.3026

If the debt is handed to a third party, CIC shows it as transferred (移管終了) and JICC as transferred (譲渡済).1015 CIC also has a re-inquiry type that lets members find records with the same name and date of birth but a different phone number, so a new phone number does not hide an old record.10

Paying off a delinquent account does not erase the record

Clearing arrears adds a "delinquency cleared" (延滞解消) entry with its date, but the earlier 異動 history stays for the retention period at CIC.1410 At JICC, a cleared delinquency on a contract from 2019-10-01 stays during the contract and within 5 years after it ends (as of October 2026).15

CIC does not correct or delete accurate records on request.51

Name format consistency matters

CIC discloses records only where your katakana name, date of birth, and phone number all match, and its files show your kanji name, or your alphabet name if no kanji was registered.214 JICC holds kana, kanji, and alphabet names in separate fields, and a different former address or phone number can stop a record from appearing in your disclosure.153

Using the same name form with every lender, such as the form on your residence card, reduces the chance of records being split or missed.

Online disclosure at every bureau needs a My Number Card

CIC, JICC, and PCIC all verify online applicants with a My Number Card and its electronic certificate.313240 Without one, mail is the only route (as of October 2026), and it needs an original ID document such as a 住民票 or 印鑑登録証明書 issued within the last 3 months, so allow time to collect it from your ward office first.421243

Mail disclosure costs roughly three times the online fee

At every bureau, mail costs several times the online route: CIC ¥1,500 against ¥500, JICC ¥2,177 against ¥700, and PCIC ¥2,403 against ¥800 (as of October 2026).3134321233 Requesting all three reports by mail with convenience-store tickets costs ¥6,230 (CIC ¥1,650 with its ticket fee included), against ¥2,000 online (as of October 2026).11

Rent guarantor companies may check credit bureaus

Some rent guarantee providers are card companies that belong to a credit bureau. A 2016 overview from the land ministry grouped several card companies offering rent guarantees under CIC (as of 2016-09).55

Other guarantors use a different database. 全国賃貸保証業協会 (Zenkoku Chintai Hoshō Gyō Kyōkai, "national rent-guarantee association", LICC) collects and manages its own rent subrogation records for member guarantors, separately from the credit bureaus (as of 2016-09).55 Not every guarantor checks a credit bureau; The Guarantor Company System covers how guarantors screen tenants.

Credit-repair offers are a red flag

No service can lawfully have accurate bureau data removed. CIC states factual records cannot be corrected or deleted, and only the registering company corrects genuine errors after investigation.51 JICC routes corrections through the registering member and investigates only where there is clear evidence of error.52

For real debt problems, such as existing delinquency, debt restructuring, or bankruptcy, a lawyer (弁護士) or judicial scrivener (司法書士) experienced in consumer debt is the appropriate contact.
