Special Residence-Card Variations

Overview
Three documents, three holders: the residence card (mid- to long-term residents, via ISA), the Special Permanent Resident Certificate (special permanent residents, via the municipality), and the abolished alien registration certificate (history only, pre-2012-07-09).123 The sections below treat each in turn.1
The special permanent resident certificate
The 特別永住者証明書 (tokubetsu eijūsha shōmeisho, "Special Permanent Resident Certificate") certifies the legal status of 特別永住者 (tokubetsu eijūsha, "special permanent residents").2 That status descends from the post-war peace-treaty nationality settlement and covers principally Korean and Taiwanese lineages resident since before the treaty, plus their descendants.1
The certificate was created on 2012-07-09 alongside the residency-management system, replacing the foreigner-registration leg of the old regime for this population.13 Face entries cover name, birth date, sex, nationality or region, address, and expiry date, with a photo for holders aged 1 and over on newer issues (16 and over on older issues) (as of 2026-09).2
How it differs from the residence card
Four differences matter in daily life.1 First, routing: certificate applications, changes, and renewals run through the municipal office, where ISA creates the certificate and the municipality delivers it on a later date rather than same-day.14
Second, no constant-carry duty attaches to the certificate.1 Third, validity runs on birthday bands rather than a flat 7 years: certificates issued by 2026-06-13 run to the 7th birthday after the previous expiry for adult renewals, and to the 16th birthday for minors (as of 2026-09).1 Newer issues from 2026-06-14 follow revised 5- and 10-year birthday bands (as of 2026-09; confirm current bands with the Immigration Services Agency or the municipal office).1
Fourth, the renewal window opens 3 months before expiry in principle (6 months for 16th-birthday expiries on older issues), and changes to name, birth date, sex, or nationality/region are due within 14 days at the municipal office (as of 2026-09).54 Holders also travel under deemed re-entry permission (up to 2 years with a valid passport plus the certificate).1
The abolished alien registration certificate
The 外国人登録証明書 (gaikokujin tōroku shōmeisho, "alien registration certificate") was the universal foreign-resident document before 2012-07-09, when the Foreigner Registration Act was abolished and the residency-management system began.13
Transition law deemed old certificates valid for a fixed changeover window, and those windows have long expired.13 No one should still be presenting an alien registration certificate as a live document: mid- to long-term residents hold residence cards, and special permanent residents hold special PR certificates.12
Replacement-pending and other edge documents
During any reissue gap, holders keep the application receipt and collect the new document on the instructed date.1 The receipt bridges the gap administratively, but the operative proof remains the delivered card or certificate.1
ISA additionally notes a Specified Residence Card track (a My Number-linked card option) introduced alongside the June 2026 format change (as of 2026-09; confirm current details with the Immigration Services Agency).2 It is an option within the card system, not a fourth resident status.2

Special permanent residence is not permanent residence
The names sound adjacent and the daily lives overlap, but the statutes, the documents, and the counters differ.12 "Permanent resident" (永住者) holds an ISA residence card; "special permanent resident" (特別永住者) holds a municipal-route certificate.12
Certificate procedures run through the municipality, not ISA
Changes, renewals, delivery, and the 14-day change notifications all sit at the ward or city office.14 Budget for a multi-visit timeline since the certificate is delivered later rather than same-day.1
Old family files may still show the abolished certificate
Pre-2012 records, inherited folders, and older relatives' files may contain alien registration certificates or their copies.3 Treat these as historical records: the operative document today is the modern card or certificate, and the family-register side of old files follows koseki rules instead.13
