Finding a Bilingual Practitioner in Japan

A bilingual lawyer in Japan is found through channels, not search engines. The Tokyo Bar Association counseling centers give free oriented first contact, Hoterasu routes lower-income callers in ten languages, and embassy lists plus JFBA referrals lead to named practitioners.123

Work the ladder from free to paid. Start with the bar counseling centers or Hoterasu for orientation on what your issue even is, then engage a paid bilingual bengoshi or gyoseishoshi for ongoing representation.12

The hours and numbers below were verified against primary sources in September 2026. Schedules change, so re-confirm at booking time even when this page is current.14

Tokyo Bar Association counseling centers​

Two centers serve foreign residents and international matters, jointly run by the three Tokyo bar associations: Shinjuku in the daytime and Kamata in the evening. Free interpreter arrangement is available for callers who are not confident in Japanese.14

Shinjuku hours run Mondays, Tuesdays, and Fridays from 1:00 to 4:00pm plus Wednesdays from 10:00am to noon (as of 2026-09; confirm current hours with the center). Kamata evening hours run Wednesdays and Fridays from 5:00 to 8:00pm (as of 2026-09). National holidays are excluded at both.4

Reservations are required through 0570-055-289, open Monday to Friday from 1:30 to 4:30pm (as of 2026-09; standard call rates apply). The booking line handles English, Mandarin, Vietnamese, and Spanish.14

Reserve by phone during booking hours, not by walking in

The centers work on appointments made through the navidial line. Calling outside the 1:30 to 4:30pm booking window reaches no one, so plan the call itself.14

Hoterasu multilingual service​

Hoterasu runs the national multilingual entry point at 0570-078377 on weekdays from 9:00am to 5:00pm (as of 2026-09; standard call rates apply). A three-way call connects you, an interpreter, and Hoterasu staff, who then route you to your preferred local office.2

Ten languages are covered as of October 2025: English, Chinese, Korean, Spanish, Portuguese, Vietnamese, Tagalog, Nepali, Thai, and Indonesian (as of 2025-10; confirm current language coverage with Hoterasu). The service explains the legal system and referral options; it does not itself give case advice.5

JFBA referral and embassy attorney lists​

The Japan Federation of Bar Associations points foreign residents toward local bar-association counseling, which runs by appointment. Hoterasu refers callers onward at 0570-07-8374 when a local consultation fits better.3

Most major embassies publish bilingual-attorney lists for their nationals. Treat these as starting points for comparison, not endorsements: inclusion on a list says nothing about quality, fit, or current availability.3

Corporate-tier firms vs. boutique practices​

Large international firms such as Atsumi Sakai, Anderson Mori and Tomotsune, Nishimura and Asahi, and Mori Hamada serve the corporate tier: cross-border deals, inbound business, and employer-side matters. Their billing reflects that market (limitation: firm positioning per practitioner consensus).3

Individual matters such as divorce, labor disputes, and immigration filings usually fit smaller boutique firms with foreign-client practices. Expect lower overhead, direct partner contact, and fee structures closer to the standard consultation and retainer bands (limitation: practitioner-tier generalization).3

How to use the first consultation​

Arrive with identification, every relevant document, and a one-page chronology of what happened and when. State what outcome you want and what you have already tried.1

Confirm the interpreter when you reserve, not on arrival. The centers arrange interpretation at no cost, but the arrangement is built around the booking.4

Same-day seats for unbooked visitors are not the model. Call the navidial line inside its weekday window and keep the confirmation details.14

Confirm interpreter availability when you reserve​

Coverage spans the booking languages plus arranged interpreters for other needs. Naming your language at reservation time is what makes the interpreter appear at the session.4

Embassy lists are starting points, not endorsements​

Cross-check any listed attorney against bar-association rosters, compare written estimates, and meet before retaining. A list entry is an address, not a recommendation.3
