Hoikuen vs. Yochien vs. Nintei Kodomoen

Hoikuen vs yochien is the first childcare fork every parent in Japan faces, and nintei kodomoen plus ninka-gai unlicensed care complete the picture. Picking the wrong track costs months: hoikuen places are points-ranked in autumn, yochien applications go straight to each school, and the two routes never meet.12

Overview

Japan runs three licensed preschool tracks side by side. A 保育園 (hoikuen, "licensed daycare center") is a child-welfare facility for ages 0-5 that covers the full working day.3 A 幼稚園 (yōchien, "kindergarten") is a school for ages 3-5 that runs half-day mornings.4 A 認定こども園 (nintei kodomoen, "certified center for early childhood education and care") is a single unified facility that operates as either, depending on each family's certified need.5

A fourth layer sits outside the licensed system. A 認可外保育施設 (ninka-gai hoiku shisetsu, "unlicensed childcare facility") contracts privately with families, carries no municipal waitlist, and receives only partial national subsidies.6

Nationally, hoikuen, yochien, and kodomoen are free for all children aged 3-5, with yochien reimbursed up to ¥25,700 per month (as of 2026-09; confirm current figures with the Children and Families Agency). Children aged 0-2 are free only in resident-tax-exempt households.4 Commuting, meal-ingredient, and event costs always stay parental.4

Hoikuen: Licensed Daycare for Working Families

Hoikuen is the welfare-framework track: full-day care for children whose parents cannot provide daytime care. Use requires a municipal certification of need for childcare, and the qualifying reasons mirror employment or equivalent circumstances such as work, study, illness, or job-seeking.41

Who qualifies and how slots are allocated

When applications exceed places, the municipality ranks families by a points index rather than by lottery or first-come order. Kita City builds its index from a selection score derived from each parent's documented work contract and record, plus an adjustment score for household circumstances (as of 2025-08-27; confirm current figures with Kita City).1

The adjustment side adds points for single-parent households and for siblings already enrolled, and the tie-breakers favor single parents, dual earners, and families already paying for licensed alternative care.1 Because the work component scores documented contracts nationality-blind, two full-time contracts outscore part-time or job-seeking combinations; dual-income foreign households with solid employment papers compete on exactly this scale.1

Rank every wanted center in true preference order

Stated preference order does not change your points score, so list each center you would genuinely accept, best first. Skipping a reachable center to look strategic only removes an option.1

Hours and ages

Hoikuen covers ages 0 through 5.4 Ward-run centers in Ota City open 7:15 am to 6:15 pm, while private centers set their own hours (as of 2025-09-01; confirm current figures with Ota City).7 Standard-time certification covers up to 11 hours inside opening hours; short-time certification covers a facility-defined maximum of 8 hours, and anything beyond either boundary bills as extended care.7

In practice, full-day use including paid extension runs roughly 7 am to 7 pm, but the exact span is municipal and facility specific.7

Ota's table was historically income-rated on the parents' combined resident-tax bill, then Ota made every class free regardless of bracket from September 2025 (as of 2025-09-01; confirm current figures with Ota City).8 Other municipalities keep income-rated tables of their own, so read your own city's page, not Ota's.8

Yochien: Half-Day Kindergarten

Yochien is the education-framework track: a morning school program for ages 3-5, not a full-day care solution. The national free program covers its fees up to ¥25,700 per month for the three years starting the April after the child turns 3 (as of 2026-09; confirm current figures with the Children and Families Agency).4 Each school sets its own tuition rather than billing by household income, so the fee shape is fixed per school up to that cap.42

Ward-run yochien in Minato City run roughly 9 am to 2 pm, with some mornings-only days and shortened settling-in pickups for new 3- and 4-year-olds early in the school year (as of 2023-05-23; confirm current figures with Minato City).9

How admission works

Families apply directly to the yochien itself: visit, pick up the application form, submit it to the school, and attend an interview with the child.2 There is no municipal points round. In Funabashi City, private yochien distribute next-year forms from October 15 each year, while interviews and follow-up steps differ per school.2

Oversubscribed public yochien resolve ties by lottery rather than by points. For April 2026 entry, Bunkyo City drew lots for two oversubscribed 3-year-old classes by ward-staff proxy draw, with waitlist order taken from the next number, while nine other ward yochien admitted every applicant without a draw (as of 2025-11-12; confirm current figures with Bunkyo City).10

Hours, ages, and the afternoon gap

Yochien takes ages 3-5 only; there is no 0-2 intake.42 A 2 pm pickup leaves a daily gap for any working household, so the afternoon needs its own plan.9

Many yochien sell paid extended care, called 預かり保育 (azukari hoiku, "extended-hours care at a yochien"). Bunkyo recruits it separately from admission itself and can lottery it apart from the school place (as of 2025-12-03).11 The national program subsidizes it only with a separate municipal need-for-care certification, capped at ¥11,300 per month on a days-used basis (as of 2026-09).4

Secure afternoon cover before accepting a yochien place

Admission and afternoon care are two separate gates with two separate lotteries. Confirm the school's azukari hoiku capacity and your certification status before committing, or a 2 pm pickup becomes a daily crisis.114

Nintei Kodomoen: The Unified Model

A nintei kodomoen fuses both functions in one gate: it educates like a yochien and cares like a hoikuen, and each family uses whichever side matches its certified need.5 Four types exist: integrated (幼保連携型), yochien-type, hoikuen-type, and local-discretion type, with the integrated type rolled out under the child-rearing support reforms of the mid-2010s.5

Integrated-type classrooms are staffed by 保育教諭 (hoiku kyōyu, "combined nursery-kindergarten teacher"), holders of both the kindergarten-teacher license and the nursery-teacher qualification; other types prefer dual credentials for ages 3 and up and require the nursery qualification below age 3.5 Certification as a kodomoen never erases the underlying yochien or hoikuen status of the facility.5

The certification types behind the single gate

Three need certifications route families through the one gate. 1号認定 (ichigō nintei, "Category-1 education-track certification") covers ages 3 and up and leads to a kodomoen or yochien.5 2号認定 (nigō nintei, "Category-2 care-track certification") covers ages 3 and up and leads to a kodomoen or hoikuen, while 3号認定 (sangō nintei, "Category-3 care-track certification") covers children under 3 and adds community-based care to the destinations.5

The entry route follows the track. Category-1 families apply directly to the facility and contract with it; Category-2 and Category-3 families apply to the municipality for need certification first, and the municipality ranks utilization before placement.5 Bunkyo recruited its April 2026 ward kodomoen Category-1 places on the same November 5-7 window and November 12 lottery as its ward yochien (as of 2025-12-03; confirm current figures with Bunkyo City).11

Ninka-gai: Unlicensed Daycare

Ninka-gai spans ordinary unlicensed centers, locally certified centers, babysitters, and workplace-based unlicensed care.6 Families contract directly, so there is no municipal waitlist by design; the tradeoff is price, because each facility sets fees freely and no national fee table exists.6

National subsidies soften but do not erase the gap. They reach only families holding a municipal need-for-care certification who cannot use a licensed center, never families enrolled in licensed care at the same time.6 Covered facilities must have filed with the prefecture and meet national standards; facilities failing the guidance and supervision standards lose eligibility until they comply.6

These ceilings describe the subsidy, not the fee: facility-set prices routinely run past them, and the gap stays parental (as of 2026-05-28; confirm current figures with Osaka City).6 Payment runs pay-first, claim-later (償還払い, shōkan-barai, "reimbursement after payment"): families pay the facility, keep every receipt, and claim half-yearly.6

Ninka-gai subsidies pay out against submitted receipts on a half-yearly cycle, with no payment notice beyond the bank transfer itself. A lost receipt is lost money, so file each one the day you pay.6

National waitlist context: 2,254 children sat waitlisted as of April 1, 2025, down 313 year on year across 211 municipalities (as of 2025-04-01; confirm current figures with the Children and Families Agency).12 The country's direction is fewer waitlisted children each year, but 211 municipalities with waitlists means the shortage is local, not solved.12

Choosing Childcare as a Foreign-Resident Family

The decision branches on work before anything else. The chart below turns the need-certification rule into a sequence: work pattern first, then the matching track, then the application calendar.45

Start from your work pattern

Two full-time working or studying parents point at hoikuen or the kodomoen care track, because the need certification behind both mirrors hoikuen-level work requirements.45 A household with a non-working parent at home points at yochien or kodomoen Category 1, where no work proof is needed and the family contracts directly with the school.5

Mixed cases split by age. A 4-year-old with a stay-at-home parent fits yochien cleanly, while a 1-year-old sibling in the same family needs hoikuen or kodomoen Category 3, since yochien takes nobody under 3.45

Apply early and to multiple options

April-entry recruitment runs in autumn, and each facility keeps its own calendar. Bunkyo's ward yochien and kodomoen Category-1 window ran November 5-7, 2025 for April 2026 entry, with re-recruitment for leftover places from November 18 (as of 2025-12-03; confirm current figures with Bunkyo City).11 Funabashi private yochien start handing out forms on October 15 (as of 2024-05-01 survey vintage).2

Apply to multiple centers in parallel and rank each genuinely wanted one honestly, since preference order does not move a points score.1 Then confirm each target's own dates directly; no ward's calendar binds any other ward.111

Good to know

Dual-income foreign families often score competitively in hoikuen allocation

Points indexes score documented work contracts, not nationality or Japanese ability. Two full-time employment contracts place a household above part-time, job-seeking, or single-earner combinations on the work component, which matches many foreign households structurally.1 The fine print still differs ward by ward, so read your own city's index table rather than assuming Kita's shape.1

Yochien afternoons need a separate plan

A 2 pm pickup is the norm at ward-run yochien, not an exception (as of 2023-05-23).9 Extended care exists but is recruited apart from admission, can be lotteried on its own, and draws subsidy only with its own need certification capped monthly.114 Lock the afternoon before accepting the morning.

Kodomoen availability is uneven across municipalities

The converged model is national on paper and local in supply. Bunkyo lotteried only two 3-year-old Category-1 kodomoen classes for April 2026 while nine ward yochien admitted everyone, which shows how local the picture runs (as of 2025-11-12).10 Check whether a kodomoen place actually exists near you before building plans around the model.5

Ninka-gai fees can dwarf subsidized hoikuen fees

Facility-set ninka-gai prices routinely clear the ¥37,000 and ¥42,000 monthly national ceilings, the ceilings reimburse pay-first on a half-yearly cycle, and dual enrollment with a licensed center voids eligibility entirely (as of 2026-05-28).6 Budget the full gap plus the months of float, not just the ceiling figure.6
