Overview

Japan holds 111 active volcanoes, with about 15 volcanic events in an average year, and the Japan Meteorological Agency (JMA) watches some 50 of them with permanent instruments.1 Warnings have run per volcano since December 2007, so every alert you see already names its mountain and its level.1 This article maps that system onto where you live.

Active Volcanoes and Realistic Regional Risk

Risk in Japan is local. A handful of volcanoes shape daily routines nearby, while the rest matter only if you visit or move.

Daily-Life-With-Volcano Regions

桜島 (Sakurajima, "Sakurajima volcano") in Kagoshima Bay erupts often enough that ashfall is ordinary housekeeping for Kagoshima residents.2 阿蘇山 (Asosan, "Mount Aso") in Kumamoto is one of the world's largest active calderas. 浅間山 (Asamasan, "Mount Asama") straddles the Gunma and Nagano border, and 草津白根山 (Kusatsu-Shiranesan, "Mount Kusatsu-Shirane") sits in Gunma. The 箱根 (Hakone, "Hakone caldera") in Kanagawa produces periodic small unrest near a major resort and commuter zone.

In November 2025 Sakurajima passed through a burst of explosive activity that sent ash to 4,400 meters (as of November 20, 2025; confirm current levels with JMA).2 JMA held Alert Level 3 with entry barred within 2 kilometers of the Minamidake crater, while Kagoshima daily life continued under ashfall routines.2 That pattern is the norm near frequently active volcanoes: restrictions at the crater, routines in town.

Fuji and the Low-Probability Major Event

富士山 (Fujisan, "Mount Fuji") is dormant but not extinct, and JMA monitors it continuously like every other active volcano (as of 2026; confirm current readings with JMA).1 Monitoring shows nothing imminent, but the risk is not zero, which is exactly why Tokyo maintains a dedicated ash scenario site for the capital region.3 Treat Fuji as a planning case rather than a countdown: know the ash routine, then get on with life.

The Northern Clusters

Tohoku and Hokkaido host their own active-volcano clusters under the same JMA warning system.1 If you move north, the ladder below still applies; only the mountain names and municipal pages change.

The JMA Alert-Level Ladder

Five 噴火警戒レベル (funka keikai reberu, "volcanic alert levels") pair each stage of unrest with one resident action.4 Residential warnings go out at Levels 4 and 5; lower levels restrict crater access without disturbing town life.4 The diagram below compresses the ladder into one decision view.

Levels 1 and 2

Level 1 notes the mountain is an active volcano with potential for increased activity, with crater-edge access restricted by situation.3 Level 2 bars entry near the crater while residents continue normal life, gather information, confirm evacuation procedures, and join drills.3

Level 3

Level 3 bars approach to the volcano and restricts mountain entry, while residents continue normal life and watch for further activity.3 Elderly residents and others needing consideration prepare to evacuate if the situation develops.3

Levels 4 and 5

Level 4 orders evacuation of elderly residents and others needing consideration in areas to be alerted, with all residents preparing to leave.3 Level 5 orders evacuation from at-risk residential areas outright.3 Restriction and evacuation zones differ by volcano and by eruption, so always read the municipal map for your mountain rather than borrowing another volcano's radius.3

Living With the Ladder

Alerts and Information Channels

JMA warnings reach residents through the media, prefectural offices, and local municipalities.4 Sign up for your prefecture's volcano or disaster-prevention app on arrival, and bookmark the JMA volcano page for your mountain. Municipal broadcasts and the prefectural app carry the local instructions that actually govern you.

Learn your mountain's page before its level rises

Open the JMA page for your nearest volcano on a quiet day. Note its current level, its restriction radius, and your municipality's evacuation note, so a future headline is a routine check rather than a scramble.43

Evacuation Routes and Drills

Know your evacuation route while the level is low. Volcano disaster councils now cover 49 of the 50 continuously monitored volcanoes, which means a local plan with routes and shelters exists for almost every monitored mountain.5 Join the municipal drill when it is offered; the route you walk once is the route you trust under stress.

Hazard-Map Routing

Check two maps, in this order. First open the MLIT disaster prevention portal, which aggregates volcanic and other disaster information nationally.6 Then open your municipality's own disaster-prevention page for its hazard map, shelter list, and district instructions. The municipal map governs: its shelter assignments override anything a national screen suggests.

Good to Know

Ashfall is the frequent event, eruption is the rare one

Most years near Sakurajima or Aso bring ash on the laundry, not sirens in the street. Keep the ash routine (masks, indoor drying, car covers) ready at all times, and keep the evacuation route in the back of your mind for the rare escalation.2

Alert levels differ by volcano, so read the local pages

A Level 3 at Sakurajima with a 2-kilometer restriction (as of November 20, 2025; confirm current figures with JMA) does not predict the radius at Asama or Hakone.2 Restriction zones are set per volcano and per eruption.3

Renters and newcomers should ask the municipality on arrival

Ward and town offices hold the local hazard map and drill schedule. Ask at the counter when you register your address: which volcano affects this district, where the shelter is, and which app carries its alerts.4
