Disaster Cash Aid (Hisaisha Shienkin)
Japan pays disaster households to rebuild, in fixed bands set by statute. The 被災者生活再建支援金 (hisaisha-seikatsu-saiken-shienkin, "livelihood rebuilding support payment") combines a damage base with a rebuilding-method addition, reaching 3 million yen for total-loss rebuilders.12

Overview
The payment flows from a prefectural mutual-aid fund with a 50 percent national subsidy, and it carries no use restriction since the 2007 reform.13 There are no income or age caps; the certificate grade and rebuilding method decide the band.2
Who qualifies
Eligible bands cover total loss, large-scale half loss, and medium-scale half loss (added in 2020), plus households that demolish half-loss homes, demolish over site damage, or face long-term evacuation orders.2 Half-loss homes qualify at total-loss grade only when actually demolished.2

Combined maxima reach 3M yen for total-loss households that build or buy (as of 2026-09).12 Households that rent first and later build combine within the same caps.3
A bill under Diet deliberation would double every band, lifting maxima toward 6M yen (as of 2026-09).4 It is not enacted law. Plan spending on the table above until promulgation fixes an effective date.
Applying at the municipality
File at the municipal counter with the disaster certificate plus rebuilding evidence: repair receipts, construction contracts, or a new lease.2 Administration runs through the designated national corporation backed by the prefectural fund.2
Legal residents are fully eligible regardless of nationality. The counter runs in Japanese in most cities, so bring a bilingual helper and keep copies of everything submitted.2
Timelines and parallel aid
Filing to disbursement commonly takes one to three months, longer after major events (as of 2026-09; confirm current windows with your municipality). Prefectures and municipalities layer supplementary aid on top; Ishikawa, for example, covers half-loss bands outside the national schedule.2
