The 1981 Building-Code Threshold
One date divides Japan's housing stock into two earthquake-safety eras: June 1981. Buildings confirmed under the new standard from that month onward were designed to survive what collapses older ones, so checking which side of the line an address falls on is the single highest-value safety check a renter or buyer can make.12

Overview
Japan's Building Standards Act dates to 1950, but its earthquake rules were transformed by the 1981 revision.3 After the devastating 1978 Miyagi earthquake, a multi-year development project rewrote the seismic design requirements; the revised enforcement order took effect in June 1981, a lineage MLIT's amendment history records among the Act's major revisions.124
The vocabulary you need has two terms. Buildings confirmed before June 1981 follow the 旧耐震基準 (kyū-taishin kijun, "old earthquake-resistance standard"). Buildings from June 1981 onward follow the 新耐震基準 (shin-taishin kijun, "new earthquake-resistance standard").2
Old standard vs. new standard
The old standard designed mainly for moderate shaking without collapse. The 1981 revision added three things the old code lacked: story-drift and rigidity limits under design forces, a review of each story's shear capacity at collapse mechanism, and design forces scaled to the building's natural period at two intensity levels.1
In practice the revision moved the design target upward by a full intensity class. Old-standard buildings were expected to survive intensity 5 without collapsing; new-standard buildings are expected to ride out intensity 5 without damage and intensity 6 to 7 without collapsing.2
What shin-taishin actually requires
The design intent is two-tiered: no structural damage in strong-but-survivable shaking, and no collapse even when the shaking exceeds the design event.2 Collapse prevention, not damage prevention, is the promise at the top of the scale; a shin-taishin building can still emerge from intensity 6 with cracked walls and a large repair bill.
Performance in real events supports the line. Post-1981 buildings behaved meaningfully better than older ones in the 1995 Kobe earthquake, the 2011 Tohoku earthquake, and subsequent major quakes, which is why the date threshold survived decades of professional scrutiny.2
Shin-taishin guarantees your building should not kill you at intensity 6 to 7. It does not guarantee you can keep living in it undamaged afterward. Fire insurance and savings cover the gap the code leaves.2
The 2000 refinement for wooden houses
Wooden houses got a second upgrade. Lessons from Kobe fed a June 2000 revision tightening joints, wall balance, and foundations for timber construction.2 For wooden housing, professionals therefore read three eras, not two: pre-1981, 1981 to 2000, and post-2000.
The same year brought the Housing Performance Indication System with rated Seismic Grades (耐震等級 (taishin tōkyū, "seismic grade")): Grade 1 equals the shin-taishin minimum, Grade 2 withstands 1.25 times that force, and Grade 3 withstands 1.5 times, the level specified for fire stations, police stations, and hospitals.2

Find your building's date
Rental listings show the 築年 (chikunen, "years since construction"), usually as a year and month like "built March 1995." Treat it as a first filter, not a verdict.2
The governing date is the design's confirmation, documented on the Construction Confirmation Certificate (確認済証 (kakunin-zumishō, "confirmation certificate")). A building completed in late 1981 but confirmed under pre-revision design can still be old-standard, so confirm the certificate date for any address near the boundary.2
Any building showing a 1980 to 1982 completion date deserves one question: what is the confirmation-certificate date. Agents handling the listing can produce it.2
Renter and buyer strategy
Apply the eras as filters. A pre-1981 building is a meaningful flag, especially for a ground-floor unit in a dense urban block where neighboring collapse is also your risk. Post-1981 is the comfortable default for renting. Post-2000 with a stated seismic grade is the top tier for wooden houses.2
For purchases, add two checks: whether a seismic diagnosis exists and whether retrofitting was done, since both costs land on the buyer. Retrofit subsidy programs exist but vary by municipality, so confirm with the local office before pricing an old-standard property.2
Find your municipal hazard map
Structure is half the risk; ground is the other half. A shin-taishin building on liquefiable reclaimed land or inside a tsunami zone carries risks the code never addressed.
Start at the national Hazard Map Portal run by the Ministry of Land, Infrastructure, Transport and Tourism at https://disaportal.gsi.go.jp/, which overlays flood, tsunami, landslide, and land-condition data on one map.5 Then follow the portal to your own municipality's published map and read structure plus ground together before signing.5
Good to know
The date on the listing can mislead by months
Completion month and confirmation date can straddle the June 1981 line in either direction. Near the boundary, only the confirmation certificate settles the question.2
Old standard does not mean condemned
Old-standard buildings that passed later seismic diagnoses or were retrofitted can perform adequately, and many stand in low-risk locations. The flag means investigate, not automatic rejection.2
New buildings on bad ground still flood and liquefy
The code grades shaking resistance, not soil. Reclaimed waterfronts and river plains add liquefaction and flood exposure no building date fixes, which is why the hazard-map check sits beside the date check in every purchase.5
