Public-School Enrollment and District Allocation
To enroll in a Japan public school, a foreign family applies at the municipal office and the child is allocated to the designated school for the family's registered address. The application itself is simple, but the surrounding system (catchment boundaries, transfer documents, cross-district exceptions, school-choice lotteries) decides where the child actually lands. Overview
Public elementary and junior high schools accept foreign-national children who wish to enroll, on the same terms as Japanese children.1 Elementary school runs six years from the April following the sixth birthday, followed by three years of junior high school.1
The governing rule is address-based placement. Each school has a defined catchment area, and the child attends the designated school for the registered address unless an approved exception applies.23 Everything below follows from that rule.
A national survey found about 8,000 school-age foreign children possibly not enrolled in any school (as of the school-year 2022 survey; confirm current figures with MEXT). MEXT's July 2020 guidelines ask local governments to promote enrollment and track schooling status, so counters are set up to help, not to turn families away.4
How district allocation works
The 学区 (gakku, "school catchment area") is the attendance zone assigned to each municipal school. The 指定校 (shiteikō, "designated school") is the default school for an address inside that zone.53
The catchment and the designated school
The enrolled school is the school district of the current address where the family lives.3 Registration on the Basic Resident Register ties the address to the school, and the board of education names the school from that record.2
Grade placement follows the child's birthdate and may differ from the grade in the home country.2 A child arriving from a September-start system can land a half-year off from expectations, so confirm the assigned grade at the counter before buying anything grade-specific.
Who sets the boundaries

Enrolling as a foreign family

April entry for new first-graders
Municipalities open the April-entry cycle in autumn. New entrants take a preschool physical examination at the school they will enter in October or November and parents attend an orientation in January or February.8 The enrollment notice itself is handed in at the April entrance ceremony reception.2
Mid-year and mid-cycle arrival
Children who arrive between April entries enroll in the district school for their address as soon as the family applies.13 The school then arranges a short intake meeting to coordinate the child's start, covering prior schooling, Japanese-language level, and any support needs.
Japanese-language support staffing differs by municipality. Transferring after a move
A move re-runs allocation from the new address. The new district's school becomes the default, and a small document chain carries the record across.3

The transfer document chain

Timing a move around the school year
End-of-term moves align naturally with certificate issuance and new-term placement. Mid-term moves are accepted without penalty, but add handoff steps in the middle of class routines.
Sapporo states it operates no trial-enrollment system: even a short temporary stay requires formal enrollment in the district school (standing policy; confirm current rules with the Sapporo City Board of Education).3 Families planning a brief stay should expect full paperwork, not a visitor arrangement.
Cross-district transfers and school choice
Two different doors lead away from the designated school. The 指定校変更 (shiteikō henkō, "designated-school change") is an approved exception on specific grounds. The 学校選択制 (gakkō sentaku-sei, "school choice system") is an application window some municipalities offer to any family.65
Designated-school-change grounds
Nanao City publishes a representative grounds list: family or custody arrangements, mid-course relocation, planned moves, commute safety, junior-high club activities at entry, sibling enrollment, educational environment (explicitly including returnee and foreign students), bullying or school refusal, and other approved cases (standing policy; confirm current grounds with your board of education).5
Each ground needs evidence: a custody pledge, a sales contract for a planned move, a club-entry memorandum, or principal findings for a bullying case (standing requirements; confirm current documents locally).5 The grounds list and evidence rules belong to each municipality, so an exception granted in one city is no precedent in the next.5
School-choice windows and lotteries

Oversubscribed schools go to lottery. Costs and assistance

Good to know
Apply early in school-choice wards even though enrollment itself has no deadline
Enrollment never closes, but choice preference forms follow weeks after the application and expire on a fixed date. A family that enrolls in December in a choice ward gets the designated school only, because the choice window already shut.6
Bring residence cards for child and guardian to the first counter visit

Grade placement follows birthdate, not prior schooling

A short move across a catchment line reassigns the school exactly like a long move does. Check the new address against the district map before signing a lease if keeping the school matters.53
