Nintei Kodomoen: Japan's Unified Daycare-Kindergarten

A nintei kodomoen (認定こども園) is a facility, certified by a prefectural governor, that provides education and childcare together in one place, rather than splitting them between a separate kindergarten and a separate daycare center.12 Choosing the right facility type, and knowing which of the two enrollment tracks applies to your child, can save a family from having to withdraw and re-apply elsewhere the moment a parent's work status changes.

Overview

The dedicated statute behind nintei kodomoen is the Act on Advancement of Comprehensive Service Related to Education, Child Care, etc. of Preschool Children (就学前の子どもに関する教育、保育等の総合的な提供の推進に関する法律, Act No. 77 of 2006).1 This is the Act's officially confirmed English title per the Ministry of Justice's translation index; the Act itself has not been translated into English.3

Article 2, paragraph 6 of the Act defines a nintei kodomoen as a facility that has received authorization under Article 3, paragraphs 1 or 3, a facility publicly notified under Article 3, paragraph 10, or a 幼保連携型 (integrated-type) nintei kodomoen.1 Article 3 sets the authorization mechanism: the operator of a kindergarten, daycare center, or comparable facility applies to the prefectural governor for certification, meeting standards set by prefectural ordinance on top of a national baseline.12

A child enrolled at a nintei kodomoen is certified into one of three categories, and it is this category, not the facility itself, that determines which legal basis and eligibility test applies to them:2

A dual framework, not a third one

Nintei kodomoen sits on both legal bases at once. It draws on the School Education Act framework that governs yōchien, and on the Child Welfare Act framework that governs hoikuen, unified through its own dedicated 2006 Act rather than existing purely under either sibling law alone.12 That makes it structurally distinct from both single-framework systems, not a third, unrelated one layered on top.

教育・保育給付認定 (kyōiku hoiku kyūfu nintei, "education and childcare benefit certification") is the umbrella municipal certification process that sorts a child into Category 1, 2, or 3.2

The Four Types of Nintei Kodomoen

Nationally, four types of nintei kodomoen exist, distinguished by their underlying facility authorization and legal foundation rather than by curriculum content.12 The table below breaks down the national facility count by type (as of 2025-04-01; confirm current figures with the Children and Families Agency).4

幼保連携型: the integrated gold-standard type

Before a 2015 reform, an integrated-type facility had to hold two separate authorizations, one under each law's own framework: a license as a kindergarten under the School Education Act, and a separate license as a daycare center under the Child Welfare Act.5 The reform, tied to the Comprehensive Support System for Children and Child-rearing (子ども・子育て支援新制度), consolidated these into a single, unified authorization as one facility type, with authorization and oversight handled as one process rather than two.65

This is the precise structural reason 幼保連携型 is treated as the gold-standard type among the four. It is the only one built from the ground up as a single, unified authorization covering both a school and a child-welfare facility at once, rather than one function added onto a pre-existing license for the other.65

Professional-sector corroboration of structural detail

The Children and Families Agency's own document on the 2015 amendment could not be machine-read in full for this article. Its existence and title are confirmed on the Agency's site, and the specific detail above is corroborated through an independent professional childcare-sector source, not a direct re-read of the government document itself.65

Staffing at a 幼保連携型 facility is governed by a single joint ministerial ordinance (Cabinet Office, MEXT, and then-MHLW Ordinance No. 1 of 2014) rather than by the kindergarten-teacher and childcare-worker qualification rules applied separately.5

The three partial-merger types

The remaining three types are each built by adding one function onto a facility that already holds a separate, single-purpose authorization, rather than starting from one unified license.

  • 幼稚園型 (yōchien-gata) keeps its underlying School Education Act kindergarten authorization intact and layers daycare-like functions on top, securing childcare hours for children who need care.12
  • 保育所型 (hoikusho-gata) is the mirror case: an existing, separately authorized daycare center keeps its Child Welfare Act authorization intact while adding kindergarten-like functions, including open enrollment for children who do not need childcare.12
  • 地方裁量型 (chihō sairyō-gata) covers facilities that hold neither a standalone kindergarten nor a standalone daycare-center authorization, meeting nintei kodomoen requirements directly under standards a prefecture sets by its own ordinance. This is the type most reliant on purely local, prefectural discretion, distinct from the other three types' basis in national kindergarten or daycare authorization standards.12

Eligibility and the Dual-Track Certification

Enrollment eligibility at a nintei kodomoen is not a single, facility-level test. It depends on which certification category, 1号, 2号, or 3号, a household's child is sorted into.2

Category 1 (1号認定) uses an open, age-based test only, with no need-for-childcare requirement, the same eligibility logic as standalone yōchien enrollment. Categories 2 and 3 (2号認定, 3号認定) require the same need-for-childcare certification (保育の必要性の認定) used for standalone hoikuen enrollment, screening for parental employment, illness, caregiving, active job-seeking, and the other qualifying reasons detailed in the Hoikuen article's eligibility section; also not re-derived here.2

The practical result is that a single nintei kodomoen facility serves children under two different eligibility tests at the same time, sorted by certification category rather than by one shared admissions gate.2

The Documented Advantage: Switching Tracks Without Switching Facilities

A household whose eligibility changes, most commonly because a parent starts or stops working, can have their child's certification category changed, for example from 2号 to 1号, or 1号 to 2号, while the child remains enrolled at the same nintei kodomoen facility. This is confirmed independently by two municipal primary sources.78

Echizen City, Fukui, states directly that a change in the parent's employment situation makes it possible to change between Category-1 (kindergarten section) and Category-2 (daycare section) certification. The change is submitted at the municipal office or at the child's current facility, and takes effect from the first day of the month following the application, not mid-month (as of 2026-07; confirm current figures with Echizen City's childcare office).7

Abiko City, Chiba, states the same mechanism for its 幼稚園型 nintei kodomoen: when an objective change in the parent's circumstances, such as a change in employment status, requires a change to the education/childcare benefit certification, the certification can be changed.8

Procedural details from single secondary source

A secondary source (Mamaworks) reports that when a parent's employment circumstances change while a child holds Category-2 certification, the certification generally continues for a 90-day grace period before it lapses, and that for a child under age 3, losing the need-for-childcare basis generally ends continued enrollment on that basis, since Category 1 does not begin until age 3 (as of 2026-07). These two figures were not corroborated by a municipal or agency primary source in this research pass; treat them as a general pattern reported in the childcare community rather than a confirmed rule everywhere.9

This is the core documented differentiator against a child enrolled at a standalone hoikuen or standalone yōchien. At a standalone facility, a change in eligibility basis, such as a parent returning to or stopping work, that shifts the family from needing yōchien-style open enrollment to hoikuen-style need-for-childcare coverage, or the reverse, generally requires withdrawing from one facility and separately applying to the other kind of facility, subject to that facility's own waitlist or application-window timing. A nintei kodomoen avoids that facility change because both certification categories are already available at the same site.1278

Availability

Nintei kodomoen numbers have grown substantially and consistently since the system's 2006 creation, though they remain a smaller total than standalone hoikuen or yōchien facility counts nationally.410

As of April 1, 2025, there were 11,212 nintei kodomoen facilities nationwide, up from 10,483 a year earlier, a gain of 729 facilities in one year, per the Children and Families Agency's own facility-status report (as of 2025-04-01; confirm current figures with the Children and Families Agency).4

Older figures put the total at approximately 762 facilities in 2011 and 6,160 facilities as of April 1, 2018, per Cabinet Office Child and Family Bureau data cited in a 2018 secondary report (as of 2018-04-01). These two older figures come from a secondary outlet citing a Cabinet Office original that was not independently re-verified in this research pass; treat them as useful for the growth trend, not as load-bearing current statistics.10

The Children and Families Agency's facility-status report also breaks the national total down prefecture by prefecture, confirming that the headline growth trend masks substantial regional unevenness.4 Whether nintei kodomoen exist in your municipality at all, and which of the four types predominate locally, is worth checking with your municipal childcare office rather than assuming from the national figures.127118

Application Process

There is no single, uniform national application procedure for nintei kodomoen. Timing, the submitting office, and the allocation method differ by certification category and, for the details, by municipality.27118

Households generally apply for Category 1 (education track) enrollment directly at the target facility, not through the municipality first. Hirosaki City, as one municipal example, states that applicants apply directly to the facility where they wish to enroll, and that when a slot is available, the facility itself decides on provisional acceptance. The facility subsequently forwards the paperwork to the city for formal certification (as of 2026-07; confirm current figures with Hirosaki City's childcare office).11

Category 2 and 3 (childcare track) enrollment requires the same municipal process as standalone hoikuen: submitting a need-for-childcare application and supporting documents to the municipality, which then runs 利用調整 (riyō chōsei, "utilization adjustment"), the same points-based selection method detailed in the Hoikuen article's application-process section, not re-derived here. Hirosaki City confirms this directly for its own nintei kodomoen: after the application, the city carries out utilization adjustment, meaning a selection process.211

Welfare-track and education-track slots at the same nintei kodomoen do not run through one combined lottery. They use two distinct mechanisms, mirroring hoikuen's points-based utilization adjustment and yōchien's capacity-based, facility-decided enrollment respectively, applied within one facility rather than across two separate ones.27118

At least one municipality, Echizen City, nonetheless processes both tracks' applications through a single combined intake window in timing terms: both Category-1 and Category-2 applications for the following fiscal year commonly open around October, even though the underlying certification tests and allocation methods remain separate for each category. Treat this as one municipal example of a shared administrative window, not evidence that the selection mechanism itself is unified (as of 2026-07).7

Costs follow whichever track you're certified under

A child's fees at a nintei kodomoen follow the national free-tuition mechanics for whichever certification category (1号, 2号, or 3号) the child holds, the same mechanics already established for standalone hoikuen and yōchien. Confirm your target facility's actual type before assuming full flexibility

The track-switch advantage described above was confirmed at two municipalities specifically for a 幼稚園型 facility (Abiko City) and in a jurisdiction-general municipal Q&A (Echizen City). It was not independently confirmed at a 保育所型 or 地方裁量型 facility in this research pass.

Since 幼稚園型 and 保育所型 facilities are built by adding one function onto a pre-existing single-purpose license, rather than holding one unified authorization from the outset, a family should not assume the same administrative smoothness applies equally at every type. Confirm the specific mechanics with your target facility before counting on the maximum case.578

Availability is growing unevenly by municipality

Some municipalities have converted several facilities to nintei kodomoen status; others have none at all. The national growth trend does not translate evenly to every area (as of 2025-04-01; confirm current figures with the Children and Families Agency), so check local availability directly with your municipal childcare office rather than assuming the option exists where you live.4

Category 1 enrollment timing is also facility-specific. It is capacity-based and decided by the facility rather than running on the fixed October-to-November window standalone private yōchien commonly use, so confirm your target facility's own timeline rather than assuming the standalone-yōchien schedule applies, as one municipal example shows (as of 2026-07).11
