Mobile Plan Considerations for Foreign Residents is the onboarding checklist that gets a new arrival connected in the right order: bridge SIM first, standard contract after payment is ready.1 Getting the sequence wrong strands banking, rental, and app-verification steps that all expect a working Japanese number.2

Overview

This guide is for new mid- to long-term residents arranging a first mobile contract after arrival, on any status of residence.34 It states each rule at the carrier scope that publishes it, because payment acceptance, ID handling, and English support differ carrier by carrier.546

The sequence throughout is bridge first, then optimize. Take a foreigner-friendly SIM on passport and overseas card, then switch to a standard contract after a Japanese bank account or credit card is established.278 Nothing here replaces the provider's own application page.

Payment methods: Japanese card, bank debit, and foreign-card acceptance

At docomo, a personal subscription pays by credit card or bank-account automatic payment. The English billing page states that for personal-name subscriptions only credit card or bank transfer is available.59

That two-option shape repeats at SoftBank shops. Fees are payable by credit card or by direct debit from a bank account or Japan Post Bank savings account, and a credit card used there must be in the applicant's name.4

The fallback where neither card exists is narrow. docomo lists bankbook plus seal as the fallback, and family-member payment needs a relationship document plus the payer's consent.3

Foreign-issued cards sit outside this neat picture. Acceptance of international cards at major carriers is inconsistent, so practitioner sources describe trying a Visa or Mastercard first and falling back to a bridge provider if it is declined (limitation: no carrier publishes a foreign-card acceptance list).18

Big three and sub-brand payment rules

docomo personal-name payment stays inside the two options above, and a personal subscription cannot be changed to bill payment.59 SoftBank shop debit setup runs through a cash card at Pay-easy banks, or passbook plus cash card plus bank seal elsewhere, with about one to two months for the transfer setup to complete.4

Online-only sub-brands generally expect the same footprint in stricter form. Practitioner synthesis reports povo 2.0 accepting credit cards only, with LINEMO accepting credit card or bank transfer, though the underlying carrier pages were not directly fetched for this article.1

Check card acceptance before counting on a big-three counter visit

A declined foreign card at the counter costs a second trip. Confirm with the carrier or start on a bridge SIM that documents international-card acceptance, then move the number across later.62

MVNO and fourth-carrier differences

Sakura Mobile accepts most credit and debit cards including international ones, covering Visa, MasterCard, Discover, JCB, Amex, and Diners Club, with approval depending on the card provider.6

Sakura Mobile also offers Smart Pit cash payment at Lawson, Family Mart, Mini Stop, and others, due by the 10th of each month with a 500 JPY late fee (as of 2026-09; confirm current figures with Sakura Mobile).6 Smart Pit contracts require a deposit on top of the registration fee: 20,000 JPY for a Voice + Data SIM or eSIM (as of 2026-09), or two months of plan fees for a Data Only SIM, eSIM, or Pocket WiFi (as of 2026-09).6 The deposit is applied to the last two bills at termination.6

Mobal accepts all major credit and debit cards plus PayPal, with itemized statements in the online account.2 GTN Mobile offers credit card, automatic bank transfer, and convenience-store payment.7

The foreigner-friendly bridge: Mobal, Sakura Mobile, and GTN Mobile

Mobal long-term SIMs target residents directly. Voice-Only plans start from 1,430 JPY per month (as of 2026-09; confirm current figures with Mobal), and Voice + Data plans start from 1,650 JPY per month (as of 2026-09).2 Each carries a real 070, 080, or 090 Japanese number with no contract and cancel-anytime terms, backed by English-language support.2

Pickup is built for arrivals. Mobal collects on order confirmation plus passport at airport and city counters, with free pickup or worldwide delivery; voice products shipped inside Japan go to the local post office for ID-verified collection or redelivery.2

Sakura Mobile voice SIM and eSIM require identity verification by law. Accepted ID depends on pickup method: a valid residence card showing the current address, or a My Number Card, for online verification with a registered address; or a valid passport for airport or office pickup without address documentation.10 Movers should register their address at the municipal office first so the card shows the current address before applying.10

GTN Mobile is a foreigner-targeted service operating since 2015, reporting 130,000+ users across 13 supported languages (as of 2025-11).7 It accepts passport or residence card alone, offers convenience-store or cash payment, states no contract-term limits and no cancellation fees, and allows pre-arrival application with airport pickup.7

The bridge sequence below is the shape this section describes:

Contract periods and cancellation fees after the reform

The October 2019 revised Telecommunications Business Act capped mid-term cancellation fees for post-revision two-year contracts at 1,000 JPY, down from about 9,500 JPY, and pushed carriers toward monthly-rate competition by limiting handset discounts.11

NTT DOCOMO then abolished cancellation penalties from October 1, 2021 and ended new fixed-term subscriptions. Both the 10,450 JPY legacy fee and the 1,100 JPY post-revision fee were abolished, including the retained-fee mechanism on plan changes.1213

SoftBank abolished contract cancellation fees for legacy fixed-term plans such as the White Plan and past Y!mobile smartphone plans from February 1, 2022, with KDDI (au) reported as following by fiscal year end.1314

Most big-three consumer mobile contracts today are no-fixed-term as the default, with older two-year auto-renewal contracts largely phased out. Narrow short-term fees have reappeared at the edges: docomo bills up to 1,100 JPY for individual lines started on or after July 1, 2025 and cancelled within one year (as of 2026-09; confirm current figures with docomo), and au and UQ document up to 1,100 JPY for lines started on or after October 1, 2025 and cancelled within one year (as of 2026-09).1516

MNP processing itself carries no fee at au, and the reservation number stays valid 15 days including the reservation day.16

Device installments survive line cancellation

Outstanding device installments remain payable after the line is cancelled at docomo, terminable only by lump-sum payoff. Final usage charges can arrive up to two months later, so keep the bank account open until every bill clears.15

Some MVNOs treat the SIM card as loaned property to be returned by mail after cancellation, with around a 3,000 JPY penalty if it is not returned; eSIM needs no return (limitation: varies by operator).8

Identity verification with your residence card

Japanese mobile contracts require identity verification under the Act for Prevention of Improper Use of Mobile Phones. docomo states that verification uses original documents and records the confirmation.3

The standard foreign-resident document is the 在留カード (zairyū kādo, "residence card"), paired with a foreign passport at docomo; permanent-resident status holders need no passport.3 SoftBank shop guidance lists residence card and passport as personal identification for purchase.4

Two validity details catch new arrivals. Where the applicant presents neither a residence card nor sufficient remaining stay, docomo requires payment by credit card in the applicant's name.3 Where remaining period of stay is under three months, payment must likewise be by credit card in the applicant's name.3

Sakura Mobile requires the residence card to be valid and to show the current address. An outdated address must be updated at the municipal office first.10

Customer-service language reality

Most big-three procedures and screens run in Japanese. docomo notes that online procedure screens are in Japanese and some payment guidance is Japanese-only, while shops offer interpreter-mediated support for foreign-language customers.515

Mobal guarantees English-language customer support and staffs pickup and support teams in Japan and the UK.2 Sakura Mobile operates an English-language site with English support pages and airport plus Shinjuku pickup, and its application and support flows are presented in English.610

GTN Mobile reports multilingual lifestyle support, stated as 13 languages with 130,000+ users (as of 2025-11), with a comparison section claiming 25 languages for lifestyle support.7 English-capable help at selected big-three counters exists, but Japanese remains the norm and no carrier publishes a flagship-by-flagship English list.151

Pick the carrier whose support language matches your arrival Japanese

If in-store Japanese is not workable yet, start with a provider that documents English support end to end. Move to a big-three counter once forms, calls, and cancellation steps in Japanese are manageable.27

Good to know

Signing before your address is registered on your residence card

Carriers check the current address on the ID, and docomo rejects photocopies outright.3 Sakura Mobile requires the card to show the current address, with municipal registration completed first.10 Applying before the ward-office registration produces an address mismatch and a rejected or delayed application.

Assuming a foreign card works at every carrier

International-card acceptance is inconsistent at major carriers, while Sakura Mobile and Mobal document international-card or PayPal acceptance explicitly.621 A declined card at a big-three counter costs a second trip. Starting the payment check early, or bridging first, avoids the loop.

Leaving device installments behind when you cancel or leave Japan

Outstanding device installments remain payable after line cancellation at docomo, and final call charges can arrive up to two months later.15 Closing the bank account first strands the final bill. Practitioner guidance recommends SIM-only contracts with a self-owned device to keep the communication plan separable from device debt.8
